Consent Calendar. 8 (a) The Clerk shall include a Consent Calendar on the 9 Daily Calendar and designate it as a separate calendar. The 10 Consent Calendar shall contain 3 orders of business: Consent 11 Calendar - Second Reading, Consent Calendar - Third Reading, 12 and Consent Calendar - Resolutions. Within each order of 13 business, bills or resolutions shall be listed in separate 14 groups according to the number of required days each has been 15 on that order of business on the Consent Calendar. No more than 16 25 80 bills and resolutions shall be listed in each group. All 17 bills or resolutions to which amendments have been adopted 18 shall be so designated. 19 (b) No debate is in order regarding any item on the Consent 20 Calendar. The Presiding Officer, however, shall allow a 21 reasonable time for questions from the floor and answers to 22 those questions. No amendment from the floor is in order 23 regarding any bill or resolution on the Consent Calendar. Resolutions on the Consent Calendar 6 shall stand for at least 4 legislative days before a vote on 7 adoption may be taken. One record vote on final passage shall 8 be taken on those bills called for final passage. Immediately 9 before a vote on the bills on the Consent Calendar, the 10 Presiding Officer shall call to the attention of the members 11 the fact that the next legislative action will be the vote on 12 the Consent Calendar. 13 (d) A bill or resolution may be placed on the Consent 14 Calendar by report of a standing committee or special 15 committee upon a motion made only for that purpose that is 16 adopted by a unanimous vote of the members present. For 17 purposes of this subsection (d), a unanimous vote on the 18 motion is a vote with no member voting nay. 19 (e) No bill regarding revenue or appropriations may be 20 placed on the Consent Calendar. No resolution requiring more 21 than 60 affirmative votes for adoption and no bill requiring 22 more than 60 affirmative votes for passage by the House may be 23 placed on the Consent Calendar. 24 (f) The Speaker and the Minority Leader shall each appoint 25 3 members who may challenge the presence of any bill or 26 resolution on the Consent Calendar.
