4	4	2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5	5	3 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6	6	4 the Rules of the House of Representatives of the 104th General
7	7	5 Assembly are amended by changing Rule 42 as follows:
8	8	6 (House Rule 42)
9	9	7 42. Consent Calendar.
10	10	8 (a) The Clerk shall include a Consent Calendar on the
11	11	9 Daily Calendar and designate it as a separate calendar. The
12	12	10 Consent Calendar shall contain 3 orders of business: Consent
13	13	11 Calendar - Second Reading, Consent Calendar - Third Reading,
14	14	12 and Consent Calendar - Resolutions. Within each order of
15	15	13 business, bills or resolutions shall be listed in separate
16	16	14 groups according to the number of required days each has been
17	17	15 on that order of business on the Consent Calendar. No more than
18	18	16 25 80 bills and resolutions shall be listed in each group. All
19	19	17 bills or resolutions to which amendments have been adopted
20	20	18 shall be so designated.
21	21	19 (b) No debate is in order regarding any item on the Consent
22	22	20 Calendar. The Presiding Officer, however, shall allow a
23	23	21 reasonable time for questions from the floor and answers to
24	24	22 those questions. No amendment from the floor is in order
25	25	23 regarding any bill or resolution on the Consent Calendar.

34	34	1 (c) A bill on the Consent Calendar shall stand for 2
35	35	2 legislative days on the order of Consent Calendar - Second
36	36	3 Reading, and for at least 2 legislative days on the order of
37	37	4 Consent Calendar - Third Reading, before a vote on the final
38	38	5 passage may be taken. Resolutions on the Consent Calendar
39	39	6 shall stand for at least 4 legislative days before a vote on
40	40	7 adoption may be taken. One record vote on final passage shall
41	41	8 be taken on those bills called for final passage. Immediately
42	42	9 before a vote on the bills on the Consent Calendar, the
43	43	10 Presiding Officer shall call to the attention of the members
44	44	11 the fact that the next legislative action will be the vote on
45	45	12 the Consent Calendar.
46	46	13 (d) A bill or resolution may be placed on the Consent
47	47	14 Calendar by report of a standing committee or special
48	48	15 committee upon a motion made only for that purpose that is
49	49	16 adopted by a unanimous vote of the members present. For
50	50	17 purposes of this subsection (d), a unanimous vote on the
51	51	18 motion is a vote with no member voting nay.
52	52	19 (e) No bill regarding revenue or appropriations may be
53	53	20 placed on the Consent Calendar. No resolution requiring more
54	54	21 than 60 affirmative votes for adoption and no bill requiring
55	55	22 more than 60 affirmative votes for passage by the House may be
56	56	23 placed on the Consent Calendar.
57	57	24 (f) The Speaker and the Minority Leader shall each appoint
58	58	25 3 members who may challenge the presence of any bill or
59	59	26 resolution on the Consent Calendar. Before a vote on final
