66 4 the Rules of the House of Representatives of the 104th General
77 5 Assembly are amended by changing Rule 59 as follows:
88 6 (House Rule 59)
99 7 59. Previous Question.
1010 8 (a) A motion for the previous question may be made at any
1111 9 time, except that a member may not move the previous question
1212 10 while participating in debate pursuant to Rule 52. A motion
1313 11 for the previous question is not debatable and requires the
1414 12 affirmative vote of 71 60 members elected.
1515 13 (b) The previous question shall be stated in the following
1616 14 form: "Shall the main question be put?" Until the previous
1717 15 question is decided, all amendments and debate are precluded.
1818 16 When it is decided that the main question shall not be put, the
1919 17 main question remains under debate.
2020 18 (c) The effect of the main question being ordered is to put
2121 19 an end to all debate and bring the House to a direct vote on
2222 20 the immediately pending motion. After a motion for the
2323 21 previous question has been approved, it is not in order to move
2424 22 for adjournment or to make any other motion before a decision
2525 23 on the main question.
