77 5 Assembly are amended by changing Rule 30 as follows:
88 6 (House Rule 30)
99 7 30. Access to the House Floor and Chamber.
1010 8 (a) Except as otherwise provided in these Rules, only the
1111 9 following persons shall be admitted to the House while it is in
1212 10 session: members and officers of the General Assembly; elected
1313 11 officers of the executive branch; justices of the Supreme
1414 12 Court; the designated aide to an executive or judicial branch
1515 13 constitutional officer, except as limited by the Speaker; the
1616 14 parliamentarian; majority staff members and minority staff
1717 15 members, except as limited by the Speaker or Presiding
1818 16 Officer; former members, except as limited by the Speaker or
1919 17 prohibited under subsection (d); and employees of the
2020 18 Legislative Reference Bureau, except as limited by the
2121 19 Speaker. Representatives of the press, while the House is in
2222 20 session, may have access to the galleries and places allotted
2323 21 to them by the Speaker or his or her designee. No person is
2424 22 entitled to the floor unless appropriately attired. Only
2525 23 members of the General Assembly may use telephones at the

3434 1 members' desks. Smoking is prohibited on the floor of the
3535 2 House and in the House galleries.
3636 3 Members may access the House Chamber during the hours that
3737 4 the Clerk's Office is open to the public, unless the Speaker
3838 5 has ordered a temporary restriction on access (i) for a
3939 6 private meeting, (ii) to prepare the room for a scheduled
4040 7 event, (iii) for maintenance or renovations, or (iv) due to a
4141 8 potential or confirmed security threat. During days when the
4242 9 House is not scheduled to convene in regular session, veto
4343 10 session, or special session, member access may be further
4444 11 limited by the Speaker when necessary to maintain the security
4545 12 of the House Chamber. Members may escort guests onto the House
4646 13 floor with the approval of the Speaker pursuant to a request
4747 14 registered with the Clerk.
4848 15 (a-5) On any day in which the House is in session following
4949 16 a declaration of pestilence or public danger by the Speaker,
5050 17 the Speaker, after consultation with the Minority Leader, may
5151 18 limit access to the House Chamber and adjoining hallways and
5252 19 passages to members and officers of the General Assembly,
5353 20 majority and minority staff as authorized by the Speaker or
5454 21 Presiding Officer, and no more than 5 members of the public who
5555 22 are representatives of the press, except as otherwise
5656 23 authorized by the Speaker. If access is so limited, the
5757 24 Speaker may designate one or more locations outside of the
5858 25 House Chamber for the public to safely watch and listen to the
5959 26 proceedings of the House and its committees via a live

7070 1 audio/video broadcast. Access to such locations may be limited
7171 2 as necessary to maintain safety, including, but not limited
7272 3 to, requiring that persons at such locations follow the
7373 4 decorum protocols of Rule 51.5(a). This subsection may not be
7474 5 suspended.
7575 6 (b) On days during which the House is in session, the
7676 7 Doorkeeper shall clear the floor of all persons not entitled
7777 8 to access to the floor 15 minutes before the convening time,
7878 9 and the Doorkeeper shall enforce all other provisions of this
7979 10 Rule.
8080 11 (c) The Speaker may authorize the admission to the floor
8181 12 of any other person, except as prohibited under subsection
8282 13 (d).
8383 14 (d) No person who is directly or indirectly interested in
8484 15 defeating or promoting any pending legislative measure, if
8585 16 required to be registered as a lobbyist or compensated by an
8686 17 entity required to register as a lobbyist, shall be allowed
8787 18 access to the floor of the House at any time during the
8888 19 session. The Speaker, or his or her designee, shall have the
8989 20 authority to determine whether a person may be granted or
9090 21 denied access in accordance with this subsection.
9191 22 (e) When he or she deems it necessary for the preservation
9292 23 of order, the Presiding Officer may by order remove any person
9393 24 from the floor of the House. A Representative may be removed
9494 25 from the floor only under Rule 51.5 or Article XI or XII of
9595 26 these Rules.
