66 4 the Rules of the House of Representatives of the 104th General
77 5 Assembly are amended by adding Rule 37.5 as follows:
88 6 (House Rule 37.5 new)
99 7 37.5. Priority Bills.
1010 8 (a) For each annual session, a member may designate one
1111 9 House Bill as a Priority Bill when filing it with the Clerk for
1212 10 introduction.
1313 11 For the first annual session, a member may introduce one
1414 12 Priority Bill as soon as authorized by the Pre-Filing of Bills
1515 13 Act. During the second annual session, a member may introduce
1616 14 a Priority Bill beginning January 1 of that calendar year. No
1717 15 bill filed after the deadline for the introduction of House
1818 16 Bills for that calendar year may be designated a Priority Bill
1919 17 for that annual session.
2020 18 Notwithstanding Rule 22(f), the consent of the committee
2121 19 is not required when designating a qualifying member to
2222 20 present a Priority Bill.
2323 21 (b) Chairpersons shall make a good-faith effort to
2424 22 facilitate committee consideration of each Priority Bill at a
2525 23 time when the Principal Sponsor or the Principal Sponsor's

3434 1 designee, and their necessary witnesses, are available. A
3535 2 Priority Bill posted for a particular hearing shall be
3636 3 considered by the committee before consideration of
3737 4 legislative measures without that designation if the Principal
3838 5 Sponsor or designee consents to consideration at that time. If
3939 6 the Principal Sponsor or the Principal Sponsor's designee
4040 7 fails to present the bill during the first or second hearing
4141 8 for which the bill was posted or if the Principal Sponsor or
4242 9 the Principal Sponsor's designee withdraws consent for
4343 10 consideration at the hearing, the committee may hear testimony
4444 11 and vote one time on a reporting motion for that bill without
4545 12 the consent of the Principal Sponsor or the Principal
4646 13 Sponsor's designee at the third or subsequent hearing for
4747 14 which the bill is posted.
4848 15 (c) Notwithstanding Rule 40(a), only the Principal Sponsor
4949 16 or chief co-sponsor of a Priority Bill may offer a committee
5050 17 amendment to the bill. Upon filing with the Clerk, such an
5151 18 amendment is automatically referred to the committee in which
5252 19 the bill is pending. If a Priority Bill is referred or
5353 20 re-referred by the Rules Committee, all pending committee
5454 21 amendments shall accompany the bill.
5555 22 If a Priority Bill is posted for hearing, the committee
5656 23 may consider any committee amendment filed by the deadline
5757 24 established by Rule 21(a)(2), and the Clerk shall include
5858 25 those amendments in the hearing notice.
5959 26 (d) Each Priority Bill that remains pending in any
