4	4	2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5	5	3 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6	6	4 the Rules of the House of Representatives of the 104th General
7	7	5 Assembly are amended by adding Rule 37.5 as follows:
8	8	6 (House Rule 37.5 new)
9	9	7 37.5. Priority Bills.
10	10	8 (a) For each annual session, a member may designate one
11	11	9 House Bill as a Priority Bill when filing it with the Clerk for
12	12	10 introduction.
13	13	11 For the first annual session, a member may introduce one
14	14	12 Priority Bill as soon as authorized by the Pre-Filing of Bills
15	15	13 Act. During the second annual session, a member may introduce
16	16	14 a Priority Bill beginning January 1 of that calendar year. No
17	17	15 bill filed after the deadline for the introduction of House
18	18	16 Bills for that calendar year may be designated a Priority Bill
19	19	17 for that annual session.
20	20	18 Notwithstanding Rule 22(f), the consent of the committee
21	21	19 is not required when designating a qualifying member to
22	22	20 present a Priority Bill.
23	23	21 (b) Chairpersons shall make a good-faith effort to
24	24	22 facilitate committee consideration of each Priority Bill at a
25	25	23 time when the Principal Sponsor or the Principal Sponsor's

34	34	1 designee, and their necessary witnesses, are available. A
35	35	2 Priority Bill posted for a particular hearing shall be
36	36	3 considered by the committee before consideration of
37	37	4 legislative measures without that designation if the Principal
38	38	5 Sponsor or designee consents to consideration at that time. If
39	39	6 the Principal Sponsor or the Principal Sponsor's designee
40	40	7 fails to present the bill during the first or second hearing
41	41	8 for which the bill was posted or if the Principal Sponsor or
42	42	9 the Principal Sponsor's designee withdraws consent for
43	43	10 consideration at the hearing, the committee may hear testimony
44	44	11 and vote one time on a reporting motion for that bill without
45	45	12 the consent of the Principal Sponsor or the Principal
46	46	13 Sponsor's designee at the third or subsequent hearing for
47	47	14 which the bill is posted.
48	48	15 (c) Notwithstanding Rule 40(a), only the Principal Sponsor
49	49	16 or chief co-sponsor of a Priority Bill may offer a committee
50	50	17 amendment to the bill. Upon filing with the Clerk, such an
51	51	18 amendment is automatically referred to the committee in which
52	52	19 the bill is pending. If a Priority Bill is referred or
53	53	20 re-referred by the Rules Committee, all pending committee
54	54	21 amendments shall accompany the bill.
55	55	22 If a Priority Bill is posted for hearing, the committee
56	56	23 may consider any committee amendment filed by the deadline
57	57	24 established by Rule 21(a)(2), and the Clerk shall include
58	58	25 those amendments in the hearing notice.
