33 1 HOUSE RESOLUTION
44 2 WHEREAS, The TRUST Act prohibits local law enforcement in
55 3 Illinois from participating in immigration enforcement; the
66 4 law prohibits law enforcement officers from inquiring about a
77 5 person's immigration status during interactions, such as
88 6 traffic stops or investigations unrelated to immigration
99 7 enforcement; and
1010 8 WHEREAS, The TRUST Act prohibits law enforcement from
1111 9 stopping, arresting, searching, detaining, or continuing to
1212 10 detain a person solely based on an individual's citizenship or
1313 11 immigration status unless presented with a valid, enforceable
1414 12 federal warrant, preventing a seamless relationship between
1515 13 ICE and Illinois law enforcement; and
1616 14 WHEREAS, The TRUST Act provides that law enforcement shall
1717 15 not give any immigration agent access to any individual,
1818 16 transfer any person to the custody of an immigration agent,
1919 17 permit immigration agents to use facilities or equipment, or
2020 18 respond to inquiries made by immigration agents regarding any
2121 19 individual; and
2222 20 WHEREAS, The TRUST Act limits state and local law
2323 21 enforcement's participation in federal immigration
2424 22 enforcement, limiting the cohesion, and reduces efficiency and

3333 1 effectiveness in tackling criminals that cross state borders
3434 2 and jurisdictional boundaries; and
3535 3 WHEREAS, The TRUST Act prohibits a law enforcement agency,
3636 4 law enforcement official, or any unit of State or local
3737 5 government from entering into or renewing any contract,
3838 6 intergovernmental service agreement, or any other agreement to
3939 7 house or detain individuals for federal civil immigration
4040 8 violations; and
4141 9 WHEREAS, The TRUST Act prevents law enforcement from
4242 10 performing their duties to the fullest degree, leading to
4343 11 unnecessary crimes and putting communities at risk; and
4444 12 WHEREAS, The TRUST Act jeopardizes Illinois's federal
4545 13 funding, as the federal government is threatening to withhold
4646 14 funds from jurisdictions that adopt "sanctuary" policies or
4747 15 fail to cooperate with immigration enforcement fully; and
4848 16 WHEREAS, The loss of federal funding will cause additional
4949 17 hardships on state and local budgets, affecting resources for
5050 18 services necessary for the citizens of Illinois; therefore, be
5151 19 it
5252 20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
