8282 13 42. Consent Calendar.
8383 14 (a) The Clerk shall include a Consent Calendar on the
8484 15 Daily Calendar and designate it as a separate calendar. The
8585 16 Consent Calendar shall contain 3 orders of business: Consent
8686 17 Calendar - Second Reading, Consent Calendar - Third Reading,
8787 18 and Consent Calendar - Resolutions. Within each order of
8888 19 business, bills or resolutions shall be listed in separate
8989 20 groups according to the number of required days each has been
9090 21 on that order of business on the Consent Calendar. No more than
9191 22 25 80 bills and resolutions shall be listed in each group. All
9292 23 bills or resolutions to which amendments have been adopted
9393 24 shall be so designated.
9494 25 (b) No debate is in order regarding any item on the Consent

105105 1 Calendar. The Presiding Officer, however, shall allow a
106106 2 reasonable time for questions from the floor and answers to
107107 3 those questions. No amendment from the floor is in order
108108 4 regarding any bill or resolution on the Consent Calendar.
109109 5 (c) A bill on the Consent Calendar shall stand for 2
110110 6 legislative days on the order of Consent Calendar - Second
111111 7 Reading, and for at least 2 legislative days on the order of
112112 8 Consent Calendar - Third Reading, before a vote on the final
113113 9 passage may be taken. Resolutions on the Consent Calendar
114114 10 shall stand for at least 4 legislative days before a vote on
115115 11 adoption may be taken. One record vote on final passage shall
116116 12 be taken on those bills called for final passage. Immediately
117117 13 before a vote on the bills on the Consent Calendar, the
118118 14 Presiding Officer shall call to the attention of the members
119119 15 the fact that the next legislative action will be the vote on
120120 16 the Consent Calendar.
121121 17 (d) A bill or resolution may be placed on the Consent
122122 18 Calendar by report of a standing committee or special
123123 19 committee upon a motion adopted by a unanimous vote of the
124124 20 members present. For purposes of this subsection (d), a
125125 21 unanimous vote on the motion is a vote with no member voting
126126 22 nay.
127127 23 (e) No bill regarding revenue or appropriations may be
128128 24 placed on the Consent Calendar. No resolution requiring more
129129 25 than 60 affirmative votes for adoption and no bill requiring
130130 26 more than 60 affirmative votes for passage by the House may be

141141 1 placed on the Consent Calendar.
142142 2 (f) The Speaker and the Minority Leader shall each appoint
143143 3 3 members who may challenge the presence of any bill or
144144 4 resolution on the Consent Calendar. Before a vote on final
145145 5 passage of any item on the Consent Calendar, an item shall be
146146 6 removed from the Consent Calendar if (i) 4 or more members,
147147 7 (ii) the Principal Sponsor of the bill or resolution, or (iii)
148148 8 one or more of the appointed challengers file with the Clerk
149149 9 written objections to the presence of the bill or resolution
150150 10 on the Consent Calendar. Any bill or resolution so removed may
151151 11 not be placed thereafter on the Consent Calendar during that
152152 12 session of the General Assembly, unless the member or members
153153 13 who objected to the presence of the bill or resolution on the
154154 14 Consent Calendar consent in writing to restoration of the bill
155155 15 or resolution on the Consent Calendar.
156156 16 Any bill removed from the Consent Calendar shall stand on
157157 17 the order of Second Reading with short debate status, subject
158158 18 to Rule 52, and any resolution so removed shall stand on the
159159 19 order of Resolutions with short debate status, subject to Rule
160160 20 52.
161161 21 (f-5) Any deadline established under Rule 9 for Third
162162 22 Reading and passage shall not apply to bills that remain
163163 23 pending on the Consent Calendar on the date of such deadline.
164164 24 (g) This Rule shall not be in effect unless ordered by the
165165 25 Speaker and may be suspended at any time by order of the
166166 26 Speaker.
