1  HOUSE RESOLUTION
2  WHEREAS, Distracted driving is a contributing factor in
3  motor vehicle accidents, injuries, and fatalities across the
4  United States and the State of Illinois, with the National
5  Highway Traffic Safety Administration {NHTSA) reporting 3,308
6  people killed in distracted driving crashes nationwide in
7  2022; and
8  WHEREAS, In Illinois alone, distracted driving contributes
9  to thousands of traffic-related injuries and deaths annually;
10  and
11  WHEREAS, Young drivers, particularly those between the
12  ages of 15 and 19, are disproportionately affected by
13  distracted driving, necessitating targeted education and
14  intervention efforts; and
15  WHEREAS, Technological advancements and widespread use of
16  smartphones and other devices have increased the prevalence of
17  distracted driving, making it a critical public safety issue;
18  and
19  WHEREAS, Sydney Daniel, founder of the Time to Turn Off
20  platform, has impacted over 260 classrooms and over 6,000
21  students statewide through her distracted driving education

1  curriculum, and her efforts include collaborations with
2  Illinois State Police, Country Financial Insurance, and
3  national organizations such as Mothers Against Drunk Driving
4  (MADD) and End Distracted Driving (endDD); her advocacy
5  emphasizes driver safety and social media education,
6  particularly for young drivers aged 15 to 19; and
7  WHEREAS, Initiatives like Time to Turn Off and
8  partnerships with advocacy groups and State agencies
9  demonstrate the importance of community involvement in
10  reducing distracted driving; and
11  WHEREAS, Recognizing April as Distracted Driving Awareness
12  Month aligns with nationwide efforts to promote safe driving
13  habits, to educate the public on the dangers of distracted
14  driving, and to encourage all citizens to take personal
15  responsibility for their actions behind the wheel; and
16  WHEREAS, Heightened awareness during the month of April
17  contributes to creating a culture of safe and responsible
18  driving in Illinois, thereby reducing traffic accidents and
19  saving lives; therefore, be it
20  RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21  HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22  we declare April 2025 as Distracted Driving Awareness Month in

1  the State of Illinois; and be it further
2  RESOLVED, That we encourage Illinois residents to use
3  Distracted Driving Awareness Month as an opportunity to
4  educate drivers of all ages on the dangers of distracted
5  driving, to promote awareness campaigns through schools,
6  workplaces, and community organizations, to encourage state
7  and local law enforcement to continue enforcing distracted
8  driving laws, and to highlight personal stories and
9  testimonials of those impacted by distracted driving to
10  inspire change; and be it further
