77 5 Assembly are amended by changing Rule 23 as follows:
88 6 (House Rule 23)
99 7 23. Witnesses, Oaths, and Subpoenas.
1010 8 (a) Standing At the discretion of the Chairperson,
1111 9 standing committees shall may administer oaths to witnesses
1212 10 before the standing committee who are not members of the
1313 11 General Assembly and may compel, by subpoena, any person to
1414 12 appear and give testimony as a witness before the standing
1515 13 committee and produce papers, documents, and other materials
1616 14 relating to a legislative measure pending before the standing
1717 15 committee.
1818 16 (b) Special At the discretion of the Chairperson, special
1919 17 committees shall may administer oaths to persons before the
2020 18 special committee who are not members of the General Assembly
2121 19 and may compel, by subpoena, any person to appear and give
2222 20 testimony before the special committee and produce papers,
2323 21 documents, and other materials relating to the subject matter
2424 22 for which the special committee was created or relating to a
2525 23 legislative measure pending before the special committee.

3434 1 (c) A At the discretion of the Speaker, a Committee of the
3535 2 Whole shall may administer oaths to persons before the
3636 3 Committee of the Whole who are not members of the General
3737 4 Assembly and may compel, by subpoena, any person to appear and
3838 5 give testimony before the Committee of the Whole and produce
3939 6 papers, documents, and other materials relating to the subject
4040 7 matter for which the Committee of the Whole was created or
4141 8 relating to a legislative measure pending before the committee
4242 9 of the Whole.
4343 10 (d) Oaths may be administered under this Rule by the
4444 11 Presiding Officer or by the Chairperson of a committee or any
4545 12 person sitting in his or her stead.
4646 13 (e) Subpoenas issued under this Rule must be issued and
4747 14 signed by the Chairperson of the committee and must comply
4848 15 with Rule 4(c)(9).
4949 16 (f) In the case of special committees with Co-Chairpersons
5050 17 from different political parties, the term "Chairperson" for
5151 18 purposes of this Rule means the Co-Chairperson from the
5252 19 majority caucus.
5353 20 (g) This Rule may be suspended only by the affirmative
5454 21 vote of 71 members elected.
