| 14 | 14 | | 12 WHEREAS, Returning organic resources, remanufactured into |

| 15 | 15 | | 13 compost, to the soil reduces water consumption by over 30 |

| 17 | 17 | | 15 drought or flooding conditions, decreases dependence on |

| 18 | 18 | | 16 chemical fertilizers and pesticides, and decreases erosion and |
