14 | 14 | | 12 WHEREAS, Returning organic resources, remanufactured into |

15 | 15 | | 13 compost, to the soil reduces water consumption by over 30 |

16 | 16 | | 14 percent for all soil types, conserves water during extreme |

17 | 17 | | 15 drought or flooding conditions, decreases dependence on |
---|
18 | 18 | | 16 chemical fertilizers and pesticides, and decreases erosion and |

20 | 20 | | 18 WHEREAS, Communities, through their local governments, |

21 | 21 | | 19 highway departments, soil and water conservation districts, |

22 | 22 | | 20 and public works professionals, can have positive impacts on |
