44 2 WHEREAS, Composting is an effective form of waste
55 3 reduction, reuse, and recycling, and since organic materials
66 4 make up approximately 30-40 percent of the material going to
77 5 landfills, composting is a primary method communities can use
88 6 to reach waste diversion goals and create sustainable
99 7 communities; and
1010 8 WHEREAS, Organic residual materials, including yard
1111 9 trimmings, vegetable cuttings, biosolids, food scraps,
1212 10 manures, and hay shavings, have been composted and converted
1313 11 into a beneficial product known as compost; and
1414 12 WHEREAS, Returning organic resources, remanufactured into
1515 13 compost, to the soil reduces water consumption by over 30
1616 14 percent for all soil types, conserves water during extreme
1717 15 drought or flooding conditions, decreases dependence on
1818 16 chemical fertilizers and pesticides, and decreases erosion and
1919 17 nonpoint source pollution; and
2020 18 WHEREAS, Communities, through their local governments,
2121 19 highway departments, soil and water conservation districts,
2222 20 and public works professionals, can have positive impacts on
2323 21 clean water, soil, climate change, and landfill diversion by
2424 22 using compost for public works projects; and

3333 1 WHEREAS, Composting creates green jobs and infrastructure
3434 2 for cities and states that implement composting programs; and
3535 3 WHEREAS, International Compost Awareness Week, scheduled
3636 4 for May 410, 2025, is a multimedia publicity and educational
3737 5 initiative designed to showcase compost production and
3838 6 demonstrate compost use and is supported by compost industry
3939 7 organizations from around the world; and
4040 8 WHEREAS, The theme for 2025 is "Sustainable Communities
4141 9 Begin With Compost!"; it recognizes and promotes the
4242 10 importance of composting and the use of compost in growing
4343 11 healthier food, in supporting healthier soils, and,
4444 12 ultimately, in creating a more just and sustainable world;
4545 13 therefore, be it
4646 14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4747 15 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4848 16 we declare the week of May 4 through May 10, 2025 as "Compost
4949 17 Awareness Week" in the State of Illinois.
