4	4	2 WHEREAS, The housing crisis in Illinois has created
5	5	3 significant challenges for both landlords and tenants, leading
6	6	4 to heightened tensions and misunderstandings between both
7	7	5 parties; and
8	8	6 WHEREAS, While many tenants face issues that may lead to
9	9	7 housing instability or wrongful eviction, landlords also
10	10	8 contend with significant challenges, including dealing with
11	11	9 problematic tenants who may engage in behavior that disrupts
12	12	10 the property or community, resulting in financial losses due
13	13	11 to non-payment of rent and damage to property; and
14	14	12 WHEREAS, The presence of squatters in residential
15	15	13 properties undermines landlords' rights and property values,
16	16	14 while also impacting the safety and stability of surrounding
17	17	15 neighborhoods; and
18	18	16 WHEREAS, The timing and processes surrounding evictions
19	19	17 must be fair and transparent, ensuring due process for tenants
20	20	18 while also providing landlords with a timely resolution
21	21	19 regarding non-compliance with lease agreements; and
22	22	20 WHEREAS, Crime and safety issues contribute to the
23	23	21 difficulties landlords face in maintaining their properties

32	32	1 and affect tenants' perceptions of safety and security in
33	33	2 their homes; and
34	34	3 WHEREAS, Effective collaboration between landlords,
35	35	4 tenants, local governments, community organizations, and law
36	36	5 enforcement is essential to address these challenges and
37	37	6 foster a healthier housing environment for all stakeholders;
38	38	7 and
39	39	8 WHEREAS, Ordinances and regulations pertaining to housing
40	40	9 must be equitable and balanced, addressing the rights and
41	41	10 responsibilities of both landlords and tenants while promoting
42	42	11 safe and stable communities; therefore, be it
43	43	12 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
44	44	13 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
45	45	14 the Landlord-Tenant Task Force is created to acknowledge and
46	46	15 address the complex challenges faced by both landlords and
47	47	16 tenants in our communities across Illinois; and be it further
48	48	17 RESOLVED, That the Task Force is charged with studying the
49	49	18 following:
50	50	19 (1) Current laws and regulations related to
51	51	20 landlord-tenant relationships, including the processes for
52	52	21 evictions and measures addressing squatting;

65	65	2 recognizing landlords' right to protect their investments;
66	66	3 (3) Guidelines for addressing squatter situations that
67	67	4 balance the rights of property owners;
68	68	5 (4) Initiatives that create safe communities and
69	69	6 housing environments, enhancing safety measures for both
70	70	7 landlords and tenants, thereby fostering a secure living
71	71	8 atmosphere;
72	72	9 (5) Community engagement to promote open communication
73	73	10 and understanding between landlords and tenants through
74	74	11 forums, workshops, and educational programs;
75	75	12 (6) Recommendations for legislative changes to improve
76	76	13 housing policies to ensure both a responsible rental
77	77	14 environment and adequate support systems for tenants
78	78	15 facing hardship; and
79	79	16 (7) Discrimination in housing; and be it further
80	80	17 RESOLVED, That the Task Force shall consist of the
81	81	18 following members, who shall serve without compensation:
82	82	19 (1) Three members of the House of Representatives
83	83	20 appointed by the Speaker of the House, one of which shall
84	84	21 serve as chair;
85	85	22 (2) Three members of the House of Representatives
86	86	23 appointed by the House Minority Leader;
87	87	24 (3) One representative from an association that
88	88	25 advocates on behalf of landlords appointed by the Speaker

100	100	2 (4) One representative from an association that
101	101	3 advocates on behalf of tenants appointed by the Speaker of
102	102	4 the House;
103	103	5 (5) One representative from an association that
104	104	6 advocates on behalf of realtors appointed by the Speaker
105	105	7 of the House;
106	106	8 (6) One representative from an association that
107	107	9 advocates on behalf of the homeless appointed by the
108	108	10 Speaker of the House;
109	109	11 (7) One representative from a community organization
110	110	12 appointed by the Speaker of the House;
111	111	13 (8) One housing law expert appointed by the Speaker of
112	112	14 the House; and
113	113	15 (9) Two local government officials appointed by the
114	114	16 Speaker of the House; and be it further
115	115	17 RESOLVED, That if a vacancy occurs in the Task Force it
116	116	18 shall be filled in the same manner as the original
117	117	19 appointment; and be it further
118	118	20 RESOLVED, That the Task Force shall meet at the call of the
119	119	21 chair; and be it further
120	120	22 RESOLVED, That the Illinois Housing Development Authority
121	121	23 shall provide administrative support for the Task Force; and

133	133	2 RESOLVED, That the Task Force shall submit its final
134	134	3 report to the House of Representatives no later than December
135	135	4 31, 2026, and upon the filing of the report, the Task Force is
136	136	5 dissolved; and be it further
137	137	6 RESOLVED, That suitable copies of this resolution be
138	138	7 delivered to the Speaker of the House and the Minority Leader
139	139	8 of the House.
