11	11	1 AN ACT concerning elections.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Election Code is amended by adding Section
15	15	5 19-25 as follows:

17	17	7 Sec. 19-25. Vote by mail tracking. In conjunction with
18	18	8 election authorities, the State Board of Elections shall
19	19	9 implement by January 1, 2026 a secure, free access system
20	20	10 available to voters in each election authority that allows
21	21	11 each vote by mail voter to:
22	22	12 (1) track the delivery and receipt of the voter's vote
23	23	13 by mail ballot by the election authority; and
24	24	14 (2) learn if the voter's vote by mail ballot was
25	25	15 accepted for counting and, if not, the reason why the
26	26	16 ballot was rejected.
27	27	17 For each election, the election authority shall make the
28	28	18 secure, free access system available to vote by mail voters
29	29	19 from the first day that vote by mail ballots are accepted until
30	30	20 30 days after completion of the official canvass.
