3	11		1 AN ACT concerning gaming.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 5. The Illinois Gambling Act is amended by
7	15		5 changing Section 5.4 as follows:

9	17		7 Sec. 5.4. Retired investigators and sworn law enforcement
10	18		8 personnel Retiring investigators; purchase of service firearm
11	19		9 and badge.
12	20		10 (a) The Board shall establish a program to allow an
13	21		11 investigator appointed under paragraph (20.6) of subsection
14	22		12 (c) of Section 4 who is honorably retiring in good standing to
15	23		13 purchase either one or both of the following: (1) any badge
16	24		14 previously issued to the investigator by the Board; or (2) if
17	25		15 the investigator has a currently valid Firearm Owner's
18	26		16 Identification Card, the service firearm issued or previously
19	27		17 issued to the investigator by the Board. The badge must be
20	28		18 permanently and conspicuously marked in such a manner that the
21	29		19 individual who possesses the badge is not mistaken for an
22	30		20 actively serving law enforcement officer. The cost of the
23	31		21 firearm shall be the replacement value of the firearm and not
24	32		22 the firearm's fair market value.

34	68		1 (1) allow sworn law enforcement personnel employed by
35	69		2 the Board who retire in good standing to keep their
36	70		3 previously issued Board identification cards. The Board
37	71		4 shall stamp in red lettering "RETIRED" recognizing their
38	72		5 retired status; or
39	73		6 (2) issue photographic identification cards to sworn
40	74		7 law enforcement personnel employed by the Board who retire
41	75		8 in good standing that indicate their separation from
42	76		9 service and identify the person as having been employed by
43	77		10 the Board as sworn law enforcement personnel.
44	78		11 If a Board-issued identification card described in this
45	79		12 subsection is lost or stolen, the Board shall immediately
46	80		13 reissue a replacement identification card that meets the
47	81		14 requirements of paragraph (1) or (2) upon written request by
48	82		15 the retired sworn law enforcement personnel.
