Provides that an association or other entity that promotes, sponsors, regulates, or in any manner provides for interscholastic athletics or any form of athletic competition among schools and students within the State may not adopt or maintain in effect any bylaw, rule, regulation, or policy which does not allow equal access for participation in interscholastic athletics or athletic competitions by a student based upon whether the student attends a public school, nonpublic school, or home school if the association or other entity receives any membership or other dues or fees from the governing body of any public elementary or public secondary school in the State. 11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Interscholastic Athletic Organization Act
15	15	5 is amended by adding Section 1.30 as follows:
16	16	6 (105 ILCS 25/1.30 new)
17	17	7 Sec. 1.30. Equal participation in events. An association
18	18	8 or other entity that promotes, sponsors, regulates, or in any
19	19	9 manner provides for interscholastic athletics or any form of
20	20	10 athletic competition among schools and students within this
21	21	11 State may not adopt or maintain in effect any bylaw, rule,
22	22	12 regulation, or policy which does not allow equal access for
23	23	13 participation in interscholastic athletics or athletic
24	24	14 competitions by a student based upon whether the student
25	25	15 attends a public school, nonpublic school, or home school if
26	26	16 the association or other entity receives any membership or
27	27	17 other dues or fees from the governing body of any public
28	28	18 elementary or public secondary school in this State.
