11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Governmental Ethics Act is amended
15	15	5 by changing Section 2-101 as follows:
16	16	6 (5 ILCS 420/2-101) (from Ch. 127, par. 602-101)
17	17	7 Sec. 2-101. Government official lobbying.
18	18	8 (a) No legislator may engage in promoting or opposing in
19	19	9 any manner the passage by the General Assembly of any
20	20	10 legislative matter affecting the interests of any individual,
21	21	11 association, or corporation as distinct from those of the
22	22	12 people of the State as a whole, if he or she accepts
23	23	13 compensation specifically attributable to such lobbying, other
24	24	14 than that provided by law for members of the General Assembly.
25	25	15 Nothing in this Section prohibits a legislator from lobbying
26	26	16 without compensation.
27	27	17 No legislator shall engage in compensated lobbying of the
28	28	18 governing body of a municipality, county, or township, or an
29	29	19 official thereof, or the executive branch of the State of
30	30	20 Illinois, or an official thereof.
31	31	21 No legislator or executive branch constitutional officer
32	32	22 shall engage in compensated lobbying of the governing body of
33	33	23 a municipality, county, or township, or an official thereof,

74	74	7 General Assembly, a State executive branch office or agency,
75	75	8 or an official thereof, on behalf of any lobbyist or lobbying
76	76	9 entity that is registered to lobby the county in which the
77	77	10 official is elected or appointed.
78	78	11 (c) No elected or appointed municipal executive or
79	79	12 legislative official shall engage in compensated lobbying of
80	80	13 the governing body of a county, municipality, township, the
81	81	14 General Assembly, a State executive branch office or agency,
82	82	15 or an official thereof, on behalf of any lobbyist or lobbying
83	83	16 entity that is registered to lobby the municipality in which
84	84	17 the official is elected or appointed.
85	85	18 (d) No elected or appointed township executive or
86	86	19 legislative official shall engage in compensated lobbying of
87	87	20 the governing body of a county, municipality, township, the
88	88	21 General Assembly, a State executive branch office or agency,
89	89	22 or an official thereof, on behalf of any lobbyist or lobbying
90	90	23 entity that is registered to lobby the township in which the
91	91	24 official is elected or appointed.
92	92	25 (e) No elected or appointed municipal executive or
93	93	26 legislative official shall engage in compensated lobbying of
