3131 14 hereby establishes the Renewable Fuel Infrastructure Program
3232 15 (RFI Program). The Department of Agriculture shall administer

3434 17 terms of this Title. Grants may be awarded from the Renewable
3535 18 Fuels Infrastructure Fund to applicants satisfying the

8787 2 Sec. 60.1. Renewable Fuels Infrastructure Fund.
8888 3 (a) The Renewable Fuels Infrastructure Fund is created as
8989 4 a special fund in the State treasury. The Fund may accept
9090 5 moneys from any lawful source. Any interest earned on moneys
9191 6 in the Fund shall be deposited into the Fund.
9292 7 (b) Moneys in the Fund shall be used by the Department of
9393 8 Agriculture solely to provide grants to petroleum marketers,
9494 9 petroleum terminal operators, and any other companies that the
9595 10 Department of Agriculture, by rule, determines are eligible
9696 11 for grant funding under this Title.
9797 12 (c) An eligible grant recipient shall not receive more
9898 13 than $1,000,000 in grant funding under this Title.

100100 15 Sec. 60.2. Funding. From July 1, 2025, to June 30, 2027,
101101 16 the Comptroller shall order transferred, and the Treasurer
102102 17 shall transfer, $3,000,000 each calendar quarter from the
103103 18 Underground Storage Tank Fund to the Renewable Fuel
104104 19 Infrastructure Fund for the purpose of establishing a grant
105105 20 program funding the installation of equipment for the storage
106106 21 and dispensing of fuels with higher blends of ethanol or
107107 22 biodiesel feedstock. For the purposes of this Section, "higher
108108 23 blends" means gasoline blends greater than E-10 and biodiesel
109109 24 blends greater than B-10. No transfer shall take place from

125125 6 Sec. 60.3. Eligibility. Eligible recipients for grant
126126 7 funding under this Title are exclusively limited to retail
127127 8 petroleum marketers, petroleum terminal operators, and any
128128 9 other related companies identified by the Department of
129129 10 Agriculture, by rule. No funding shall be made available to
130130 11 any public body pursuant to this Title. Applicants for grant
131131 12 funding under this Title are responsible for covering at least
132132 13 50% of the costs associated with installing the equipment for
133133 14 which grant funding is provided under this Title. A company
134134 15 may not apply for more than $1,000,000 in grant funding under
135135 16 this Title or more than $100,000 for any one site.
136136 17 In this Section, "public body" has the meaning given to
137137 18 that term in Section 1.02 of the Open Meetings Act.

139139 20 Sec. 60.4. Task Force. The Department of Agriculture shall
140140 21 establish the Renewable Fuels Infrastructure Task Force. The
141141 22 Department of Agriculture shall solicit feedback from and
142142 23 consult with, at least annually, representatives from
143143 24 stakeholder groups. The Task Force shall be composed of 6

154154 1 members representing petroleum marketers, petroleum terminal
155155 2 operators, or any other related companies or associations. At
156156 3 least 3 of these 6 members shall hold a valid motor fuel tax
157157 4 license. The Task Force shall also include 2 members
158158 5 representing Illinois corn growers and 2 members representing
159159 6 Illinois soybean growers. Task Force members shall be selected
160160 7 by the Director of Agriculture. The substance of consultations
161161 8 shall include, but may not be limited to, an overall review of
162162 9 the Renewable Fuels Infrastructure program, whether the
163163 10 Renewable Infrastructure program is meeting its goals and
164164 11 whether the Renewable Fuels Infrastructure program should be
165165 12 renewed beyond June 30, 2027. The Renewable Fuels
166166 13 Infrastructure Task Force shall not have binding
167167 14 decision-making authority.
