11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Local Records Act is amended by adding
15	15	5 Section 30 as follows:

17	17	7 Sec. 30. Encrypted police scanner transmissions. A law
18	18	8 enforcement agency that encrypts police scanner transmissions
19	19	9 must provide, by license or otherwise, real time access to
20	20	10 those transmissions to broadcast stations, broadcasting
21	21	11 stations, and radio broadcast stations, as those terms are
22	22	12 defined in 47 U.S.C. 153, and to newspapers, as that term is
23	23	13 described in Section 5 of the Notice By Publication Act.
