311 1 AN ACT concerning State government.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 1. Short title. This Act may be cited as the One
7-5 Health Commission Act.
15+5 Health Framework Task Force Act.
816 6 Section 5. Findings and purpose. The General Assembly
917 7 finds that:
1018 8 (1) The term "One Health" reflects the
1119 9 interconnectedness of human health, animal health, and the
1220 10 environment.
1321 11 (2) The strong connections and interdependency between
1422 12 humans, companion animals, livestock, wildlife, and
1523 13 ecosystem health are recognized in the One Health
16-14 Framework, which facilitates addressing zoonotic diseases,
17-15 vector-borne diseases, antimicrobial resistance, and other
18-16 complex, multidisciplinary issues.
24+14 initiative framework, which facilitates addressing
25+15 zoonotic diseases, vector-borne diseases, antimicrobial
26+16 resistance, and other complex, multi-disciplinary issues.
1927 17 (3) Existing One Health initiatives at the federal
2028 18 level were included in both the 2021 Report of the
2129 19 Appropriations Committee of the United States House of
2230 20 Representatives and the 2023 Consolidated Appropriations
2331 21 Act. Congress directed the Centers for Disease Control and

4478 11 (4) Existing One Health initiatives in other states
4579 12 include the passage of Senate Bill 347 and Assembly Bill
4680 13 1992 in New Jersey in June 2021 for the purpose of
47-14 developing a New Jersey One Health Commission.
81+14 developing a New Jersey One Health Task Force.
4882 15 (5) Awareness and collaboration among disciplines will
4983 16 help protect the environment and the health of all
5084 17 species, will save lives in present and future
51-18 generations, and will improve the quality of life, the
85+18 generations, and will increase the quality of life, the
5286 19 physical and mental health, and the productivity of
5387 20 residents of the State.
5488 21 (6) A One Health approach recognizes that the health
5589 22 of people is connected to the health of animals and the
5690 23 environment, and it has been described as a collaborative,
5791 24 multisector, and transdisciplinary approach, working at
5892 25 the local, regional, national, and global levels, with the
5993 26 goal of achieving optimal health outcomes while

72-3 (7) A One Health approach is important because
73-4 approximately 60% of known infectious diseases in humans
74-5 and 75% of emerging infectious diseases originate from
75-6 animals; environmental factors, including climate change,
76-7 land-use changes, and biodiversity loss, significantly
77-8 influence the emergence and transmission of zoonotic
78-9 diseases. Animals can serve as early warning indicators of
79-10 potential public health threats, and robust agricultural
80-11 and environmental health systems are integral to public
81-12 health preparedness and response efforts.
82-13 (8) It is, therefore, in the public interest for the
83-14 State to establish a One Health Commission to promote the
84-15 health and wellness of Illinois' natural resource,
85-16 residents, and animals, including pets, livestock, and
86-17 wildlife, by encouraging the collaborative efforts of
87-18 experts and leveraging knowledge and resources
88-19 effectively.
89-20 Section 10. Definitions. In this Act:
90-21 "One Health" means an integrated, unifying approach that
91-22 aims to sustainably balance and optimize the health of people,
92-23 animals, and ecosystems while recognizing that the health of
93-24 humans, domestic and wild animals, plants, and the wider
94-25 environment (including ecosystems) are closely linked and

109+6 sentinels of potential illnesses or other health concerns

108-4 Section 15. One Health Commission.
109-5 (a) The One Health Commission is established in the
110-6 Department of Public Health. The purpose of this Commission
111-7 shall be to develop a strategic plan to promote
112-8 interdisciplinary communication and collaboration between
113-9 physicians, veterinarians, and other scientific professionals
114-10 and State agencies, with the goal of promoting the health and
115-11 well-being of the State's residents, animals, and environment.
116-12 (b) The goals and responsibilities of the Commission shall
117-13 include:
118-14 (1) recommending the best practices to promote
119-15 interdisciplinary communication and collaboration between
120-16 human, animal, and environmental health professionals;
121-17 (2) establishing mechanisms to provide feedback on,
122-18 and to support State agency and local government responses
123-19 to, and recovery from, zoonotic disease outbreaks in
124-20 animals and humans;
125-21 (3) coordinating and collaborating with appropriate
126-22 entities to develop effective approaches to reduce hazards
127-23 to human, animal, and environmental health and ensuring
128-24 innovative, science-based solutions are integrated into
129-25 public health strategies;

138+1 Section 15. One Health Framework Task Force.
139+2 (a) The One Health Framework Task Force is established in
140+3 the Department of Public Health. The purpose of this Task
141+4 Force shall be to develop a strategic plan to promote
142+5 interdisciplinary communication and collaboration between
143+6 physicians, veterinarians, and other scientific professionals
144+7 and State agencies, with the goal of promoting the health and
145+8 well-being of the State's residents, animals, and environment.
146+9 (b) The goals and responsibilities of the Task Force shall
147+10 include:
148+11 (1) development of a mechanism to promote
149+12 interdisciplinary communication and collaboration between
150+13 human, animal, and environmental health professionals;
151+14 (2) development of protocols for the response to, and
152+15 recovery from, zoonotic disease outbreaks in animals and
153+16 humans;
154+17 (3) coordination and collaboration among appropriate
155+18 entities to develop novel approaches to reduce hazards to
156+19 human and animal health and to address public health
157+20 threats in a timely manner that prevents duplication; and
158+21 (4) development of educational and outreach
159+22 initiatives to promote the One Health approach across
160+23 State government agencies, the State's academic and
161+24 research institutions, non-governmental organizations,
162+25 and private entities.
163+26 (c) The Task Force shall partner with academic

140-1 (4) developing educational and outreach initiatives to
141-2 promote the One Health approach across State government
142-3 agencies, the State's academic and research institutions,
143-4 nongovernmental organizations, and private entities;
144-5 (5) collaborating with disciplines for development of
145-6 effective xenosurveillance and other means of surveilling
146-7 emerging One Health-related threats; and
147-8 (6) promoting and providing education concerning
148-9 judicious antibiotic use by physicians, veterinarians, and
149-10 agricultural health professionals, including
150-11 recommendations on use of antibiotic alternatives, such as
151-12 bacteriophage therapy.
152-13 (c) The Commission shall partner with academic
153-14 institutions and nongovernmental organizations in the State
154-15 and consult with associations, organizations, and individuals
155-16 who are knowledgeable about the One Health initiative.
156-17 (d) The Commission shall be composed of the following
157-18 members:
158-19 (1) the Director of Public Health or the Director's
159-20 designee, who shall serve as co-chairperson;
160-21 (2) the President of the University of Illinois, or
161-22 the President's designee, who shall serve as
162-23 co-chairperson;
163-24 (3) the Director of Agriculture or the Director's
164-25 designee;
165-26 (4) the Director of the Environmental Protection

194-19 all its branches in this State, including at least one
195-20 with expertise in epidemiology or infectious disease
196-21 surveillance, appointed by the Director of Public Health;
197-22 (12) 2 members who are experts regarding One Health
198-23 and who are veterinarians licensed in this State,
199-24 entomologists, or licensed environmental health
200-25 practitioners, appointed by the Director of Public Health;

218+9 carry out its duties as required by this Act.
219+10 (f) The Department of Public Health shall provide
220+11 administrative and other support to the Task Force.
221+12 (g) The members of the Task Force shall serve without
222+13 compensation but shall be reimbursed for their reasonable and
223+14 necessary expenses from funds appropriated for that purpose.
224+15 (h) The Task Force shall submit a final report to the
225+16 General Assembly and the Governor on or before January 1,
226+17 2027. This report shall outline the development of the One
227+18 Health Framework contemplated in the findings and purpose of
228+19 this Act and subsection (a) of this Section, shall provide
229+20 details regarding the goals and responsibilities of the Task
230+21 Force in subsection (b) of this Section, and shall include any
231+22 other recommendations for legislative or regulatory action to
232+23 improve, promote, and protect the health and well-being of the
233+24 State's residents, animals, and environment.
234+25 (i) The final report under subsection (h) shall be posted
235+26 on the public websites of the Department of Agriculture, the

213-2 facility in the State of Illinois who has expertise in One
214-3 Health, appointed by the Director of Public Health.
215-4 (e) The Commission shall convene and meet at the call of a
216-5 co-chairperson and shall meet as frequently as necessary to
217-6 carry out its duties as required by this Act.
218-7 (e-5) Members shall be appointed for 4-year terms.
219-8 (f) The Department of Public Health and the University of
220-9 Illinois shall provide administrative and other support to the
221-10 Commission.
222-11 (g) The members of the Commission shall serve without
223-12 compensation.
224-13 (h) The Commission shall submit a final report to the
225-14 General Assembly and the Governor on or before January 1,
226-15 2028. This report shall:
227-16 (1) outline the development of the One Health
228-17 Framework described in this Act;
229-18 (2) provide details regarding the goals and
230-19 responsibilities of the Commission in this Act;
231-20 (3) provide an assessment of One Health surveillance
232-21 and response systems; and
233-22 (4) provide recommendations for future policy
234-23 enhancements any other recommendations for legislative or
235-24 regulatory action to improve, promote, and protect the
236-25 health and well-being of the State's residents, animals,
237-26 and environment.
