11	11	1 AN ACT concerning government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Gun Trafficking Information Act is amended
15	15	5 by changing Section 10-5 as follows:

17	17	7 Sec. 10-5. Gun trafficking information.
18	18	8 (a) The The Illinois State Police shall use all reasonable
19	19	9 efforts, as allowed by State law and regulations, federal law
20	20	10 and regulations, and executed Memoranda of Understanding
21	21	11 between Illinois law enforcement agencies and the U.S. Bureau
22	22	12 of Alcohol, Tobacco, Firearms and Explosives, in making
23	23	13 publicly available, on a regular and ongoing basis, key
24	24	14 information related to firearms used in the commission of
25	25	15 crimes in this State, including, but not limited to: reports
26	26	16 on crimes committed with firearms, locations where the crimes
27	27	17 occurred, the number of persons killed or injured in the
28	28	18 commission of the crimes, the state where the firearms used
29	29	19 originated, the Federal Firearms Licensee that sold the
30	30	20 firearm, the type of firearms used, if known, annual
31	31	21 statistical information concerning Firearm Owner's
32	32	22 Identification Card and concealed carry license applications,
33	33	23 revocations, and compliance with Section 9.5 of the Firearm

68	68	1 Owners Identification Card Act, the information required in
69	69	2 the report or on the Illinois State Police's website under
70	70	3 Section 85 of the Firearms Restraining Order Act, and firearm
71	71	4 dealer license certification inspections. The Illinois State
72	72	5 Police shall make the information available on its website,
73	73	6 which may be presented in a dashboard format, in addition to
74	74	7 electronically filing a report with the Governor and the
75	75	8 General Assembly. The report to the General Assembly shall be
76	76	9 filed with the Clerk of the House of Representatives and the
77	77	10 Secretary of the Senate in electronic form only, in the manner
78	78	11 that the Clerk and the Secretary shall direct.
79	79	12 (b) The Illinois State Police shall study, on a regular
80	80	13 and ongoing basis, and compile reports on the number of
81	81	14 Firearm Owner's Identification Card checks to determine
82	82	15 firearms trafficking or straw purchase patterns. The Illinois
83	83	16 State Police shall, to the extent not inconsistent with law,
84	84	17 share such reports and underlying data with academic centers,
85	85	18 foundations, and law enforcement agencies studying firearms
86	86	19 trafficking, provided that personally identifying information
87	87	20 is protected. For purposes of this subsection (b), a Firearm
88	88	21 Owner's Identification Card number is not personally
89	89	22 identifying information, provided that no other personal
90	90	23 information of the card holder is attached to the record. The
91	91	24 Illinois State Police may create and attach an alternate
92	92	25 unique identifying number to each Firearm Owner's
93	93	26 Identification Card number, instead of releasing the Firearm
