1111 1 AN ACT concerning government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Gun Trafficking Information Act is amended
1515 5 by changing Section 10-5 as follows:

1717 7 Sec. 10-5. Gun trafficking information.
1818 8 (a) The The Illinois State Police shall use all reasonable
1919 9 efforts, as allowed by State law and regulations, federal law
2020 10 and regulations, and executed Memoranda of Understanding
2121 11 between Illinois law enforcement agencies and the U.S. Bureau
2222 12 of Alcohol, Tobacco, Firearms and Explosives, in making
2323 13 publicly available, on a regular and ongoing basis, key
2424 14 information related to firearms used in the commission of
2525 15 crimes in this State, including, but not limited to: reports
2626 16 on crimes committed with firearms, locations where the crimes
2727 17 occurred, the number of persons killed or injured in the
2828 18 commission of the crimes, the state where the firearms used
2929 19 originated, the Federal Firearms Licensee that sold the
3030 20 firearm, the type of firearms used, if known, annual
3131 21 statistical information concerning Firearm Owner's
3232 22 Identification Card and concealed carry license applications,
3333 23 revocations, and compliance with Section 9.5 of the Firearm

6868 1 Owners Identification Card Act, the information required in
6969 2 the report or on the Illinois State Police's website under
7070 3 Section 85 of the Firearms Restraining Order Act, and firearm
7171 4 dealer license certification inspections. The Illinois State
7272 5 Police shall make the information available on its website,
7373 6 which may be presented in a dashboard format, in addition to
7474 7 electronically filing a report with the Governor and the
7575 8 General Assembly. The report to the General Assembly shall be
7676 9 filed with the Clerk of the House of Representatives and the
7777 10 Secretary of the Senate in electronic form only, in the manner
7878 11 that the Clerk and the Secretary shall direct.
7979 12 (b) The Illinois State Police shall study, on a regular
8080 13 and ongoing basis, and compile reports on the number of
8181 14 Firearm Owner's Identification Card checks to determine
8282 15 firearms trafficking or straw purchase patterns. The Illinois
8383 16 State Police shall, to the extent not inconsistent with law,
8484 17 share such reports and underlying data with academic centers,
8585 18 foundations, and law enforcement agencies studying firearms
8686 19 trafficking, provided that personally identifying information
8787 20 is protected. For purposes of this subsection (b), a Firearm
8888 21 Owner's Identification Card number is not personally
8989 22 identifying information, provided that no other personal
9090 23 information of the card holder is attached to the record. The
9191 24 Illinois State Police may create and attach an alternate
9292 25 unique identifying number to each Firearm Owner's
9393 26 Identification Card number, instead of releasing the Firearm
