11	11	1 AN ACT concerning public employee benefits.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Pension Code is amended by
15	15	5 changing Section 14-104.10 as follows:
16	16	6 (40 ILCS 5/14-104.10)
17	17	7 Sec. 14-104.10. Federal or out-of-state employment. A
18	18	8 contributing employee may establish additional service credit
19	19	9 for periods of full-time employment by the the federal
20	20	10 government or a unit of state or local government located
21	21	11 outside Illinois for which he or she does not qualify for
22	22	12 credit under any other provision of this Article, provided
23	23	13 that (i) the amount of service credit established by a person
24	24	14 under this Section shall not exceed 8 years or 40% of his or
25	25	15 her membership service under this Article, whichever is less,
26	26	16 (ii) the amount of service credit established by a person
27	27	17 under this Section for federal employment, when added to the
28	28	18 amount of all military service credit granted to the person
29	29	19 under this Article, shall not exceed 8 years, and (iii) any
30	30	20 credit received for the federal or out-of-state employment in
31	31	21 any federal or other public employee pension fund or
32	32	22 retirement system has been terminated or relinquished. Credit
33	33	23 may not be established under this Section for any period of
