11	11	1 AN ACT concerning transportation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Vehicle Code is amended by
15	15	5 changing Section 3-805 as follows:

17	17	7 Sec. 3-805. Electric vehicles.
18	18	8 (a) The owner of a motor vehicle of the first division or a
19	19	9 motor vehicle of the second division weighing 8,000 pounds or
20	20	10 less propelled by an electric engine and not utilizing motor
21	21	11 fuel may register such vehicle for a registration fee equal to
22	22	12 the fee set forth in Section 3-806 for motor vehicles of the
23	23	13 first division, other than Autocycles, Motorcycles, Motor
24	24	14 Driven Cycles, and Pedalcycles. In addition to the
25	25	15 registration fees, the Secretary shall assess an additional
26	26	16 $100 per year in lieu of the payment of motor fuel taxes. $1 of
27	27	17 the additional fees shall be deposited into the Secretary of
28	28	18 State Special Services Fund and the remainder of the
29	29	19 additional fees shall be deposited into the Road Fund.
30	30	20 (b) Beginning with the 2023 registration year, upon the
31	31	21 request of the vehicle owner, an electric vehicle owner may
32	32	22 register an electric vehicle with any qualifying registration
