1111 1 AN ACT concerning government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Uniform Crime Reporting Act is amended by
1515 5 changing Section 5-12 as follows:

1717 7 Sec. 5-12. Monthly reporting.
1818 8 (a) All law enforcement agencies shall submit to the
1919 9 Illinois State Police on a monthly basis the following:
2020 10 (1) beginning January 1, 2016, a report on any
2121 11 arrest-related death that shall include information
2222 12 regarding the deceased, the officer, any weapon used by
2323 13 the officer or the deceased, and the circumstances of the
2424 14 incident. The Illinois State Police shall submit on a
2525 15 quarterly basis all information collected under this
2626 16 paragraph (1) to the Illinois Criminal Justice Information
2727 17 Authority, contingent upon updated federal guidelines
2828 18 regarding the Uniform Crime Reporting Program;
2929 19 (2) beginning January 1, 2017, a report on any
3030 20 instance when a law enforcement officer discharges his or
3131 21 her firearm causing a non-fatal injury to a person, during
3232 22 the performance of his or her official duties or in the
3333 23 line of duty;

6868 1 (3) a report of incident-based information on hate
6969 2 crimes including information describing the offense,
7070 3 location of the offense, type of victim, offender, and
7171 4 bias motivation. If no hate crime incidents occurred
7272 5 during a reporting month, the law enforcement agency must
7373 6 submit a no incident record, as required by the Illinois
7474 7 State Police;
7575 8 (4) a report on any incident of an alleged commission
7676 9 of a domestic crime, that shall include information
7777 10 regarding the victim, offender, date and time of the
7878 11 incident, any injury inflicted, any weapons involved in
7979 12 the commission of the offense, and the relationship
8080 13 between the victim and the offender;
8181 14 (5) data on an index of offenses selected by the
8282 15 Illinois State Police based on the seriousness of the
8383 16 offense, frequency of occurrence of the offense, and
8484 17 likelihood of being reported to law enforcement. The data
8585 18 shall include the number of index crime offenses committed
8686 19 and number of associated arrests;
8787 20 (6) data on offenses and incidents reported by schools
8888 21 to local law enforcement. The data shall include offenses
8989 22 defined as an attack against school personnel,
9090 23 intimidation offenses, drug incidents, and incidents
9191 24 involving weapons;
9292 25 (7) beginning on July 1, 2021, a report on incidents
9393 26 where a law enforcement officer was dispatched to deal

104104 1 with a person experiencing a mental health crisis or
105105 2 incident. The report shall include the number of
106106 3 incidents, the level of law enforcement response and the
107107 4 outcome of each incident. For purposes of this Section, a
108108 5 "mental health crisis" is when a person's behavior puts
109109 6 them at risk of hurting themselves or others or prevents
110110 7 them from being able to care for themselves;
111111 8 (8) beginning on July 1, 2021, a report on use of
112112 9 force, including any action that resulted in the death or
113113 10 serious bodily injury of a person or the discharge of a
114114 11 firearm at or in the direction of a person. The report
115115 12 shall include information required by the Illinois State
116116 13 Police, pursuant to Section 5-11 of this Act.
117117 14 All law enforcement agencies shall also submit to the
118118 15 Illinois State Police the information required to be published
119119 16 under subsection (b) in a form, manner, and frequency as
120120 17 required by the Illinois State Police.
121121 18 (b) A law enforcement agency shall publish monthly on its
122122 19 website the following information that occurred in the law
123123 20 enforcement agency's jurisdiction:
124124 21 (1) how many homicides occurred in a month based on
125125 22 the time of death of a victim;
126126 23 (2) how many of the homicides described in paragraph
127127 24 (1) had an alleged perpetrator arrested and charged; and
128128 25 (3) how many homicides described in paragraph (1) are
129129 26 considered cleared or closed for a reason other than the
