11	11	1 AN ACT concerning safety.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Firearm Concealed Carry Act is amended by
15	15	5 adding Section 42 as follows:
16	16	6 (430 ILCS 66/42 new)
17	17	7 Sec. 42. Reciprocity.
18	18	8 (a) Notwithstanding the licensing provisions of this Act,
19	19	9 a nonresident may carry a handgun in accordance with this Act
20	20	10 if the nonresident:
21	21	11 (1) is 21 years of age or older;
22	22	12 (2) has in his or her immediate possession a valid
23	23	13 license or permit that authorizes him or her to carry a
24	24	14 concealed firearm issued to him or her by a state whose
25	25	15 license or permit is recognized by the Illinois State
26	26	16 Police under subsection (b) of this Section;
27	27	17 (3) is not a resident of the State of Illinois; and
28	28	18 (4) is a legal resident of the United States.
29	29	19 (b) The Illinois State Police shall recognize a permit or
30	30	20 license issued by: (i) a state whose requirements to obtain a
31	31	21 permit or license are substantially similar to the training
32	32	22 requirements in Section 75 of this Act or (ii) by any
33	33	23 contiguous state with which Illinois has entered into a

68	68	1 reciprocal agreement. The Illinois State Police shall enter
69	69	2 into a reciprocal agreement with the contiguous state of Iowa,
70	70	3 Missouri, Wisconsin, Indiana, or Kentucky, if that state
71	71	4 recognizes concealed carry licenses issued by Illinois.
72	72	5 (c) A nonresident is subject to the same laws and
73	73	6 restrictions with respect to carrying a handgun as a resident
74	74	7 who is licensed under this Act.
75	75	8 (d) If a resident of another state who is the holder of a
76	76	9 valid license or permit to carry a concealed firearm issued by
77	77	10 another state recognized by the Illinois State Police under
78	78	11 subsection (b) establishes legal residence in this State, the
79	79	12 license or permit shall be valid in this State for 90 days
80	80	13 following the date on which the holder of the license or permit
81	81	14 establishes legal residence in this State. For the purposes of
82	82	15 this subsection (d), the person may establish legal residence
83	83	16 in this State by:
84	84	17 (1) registering to vote;
85	85	18 (2) obtaining an Illinois driver's license or State
86	86	19 identification card; or
87	87	20 (3) filing for a homestead tax exemption on property
