11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 SB1333 Introduced 1/28/2025, by Sen. Dale Fowler SYNOPSIS AS INTRODUCED: 430 ILCS 66/42 new Amends the Firearm Concealed Carry Act. Provides that the Illinois State Police shall recognize a concealed carry permit or license issued to a person age 21 years of age or older: (i) by a state whose requirements to obtain a permit or license are substantially similar to the training requirements under the Act or (ii) by any contiguous state with which Illinois has entered into a reciprocal agreement. Provides that a nonresident is subject to the same laws and restrictions as a license holder under the Act. Provides that if a resident of another state who is permitted to carry under this provision establishes legal residence in this State, the license or permit shall be valid in this State for 90 days following the date on which the holder of the license or permit establishes legal residence in this State. 1111 1 AN ACT concerning safety.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Firearm Concealed Carry Act is amended by
1515 5 adding Section 42 as follows:
1616 6 (430 ILCS 66/42 new)
1717 7 Sec. 42. Reciprocity.
1818 8 (a) Notwithstanding the licensing provisions of this Act,
1919 9 a nonresident may carry a handgun in accordance with this Act
2020 10 if the nonresident:
2121 11 (1) is 21 years of age or older;
2222 12 (2) has in his or her immediate possession a valid
2323 13 license or permit that authorizes him or her to carry a
2424 14 concealed firearm issued to him or her by a state whose
2525 15 license or permit is recognized by the Illinois State
2626 16 Police under subsection (b) of this Section;
2727 17 (3) is not a resident of the State of Illinois; and
2828 18 (4) is a legal resident of the United States.
2929 19 (b) The Illinois State Police shall recognize a permit or
3030 20 license issued by: (i) a state whose requirements to obtain a
3131 21 permit or license are substantially similar to the training
3232 22 requirements in Section 75 of this Act or (ii) by any
3333 23 contiguous state with which Illinois has entered into a

6868 1 reciprocal agreement. The Illinois State Police shall enter
6969 2 into a reciprocal agreement with the contiguous state of Iowa,
7070 3 Missouri, Wisconsin, Indiana, or Kentucky, if that state
7171 4 recognizes concealed carry licenses issued by Illinois.
7272 5 (c) A nonresident is subject to the same laws and
7373 6 restrictions with respect to carrying a handgun as a resident
7474 7 who is licensed under this Act.
7575 8 (d) If a resident of another state who is the holder of a
7676 9 valid license or permit to carry a concealed firearm issued by
7777 10 another state recognized by the Illinois State Police under
7878 11 subsection (b) establishes legal residence in this State, the
7979 12 license or permit shall be valid in this State for 90 days
8080 13 following the date on which the holder of the license or permit
8181 14 establishes legal residence in this State. For the purposes of
8282 15 this subsection (d), the person may establish legal residence
8383 16 in this State by:
8484 17 (1) registering to vote;
8585 18 (2) obtaining an Illinois driver's license or State
8686 19 identification card; or
8787 20 (3) filing for a homestead tax exemption on property
