11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Township Code is amended by changing
15	15	5 Section 30-160 as follows:
16	16	6 (60 ILCS 1/30-160)
17	17	7 Sec. 30-160. Police protection by municipality or county;
18	18	8 county of 1,000,000 or more; special taxing district.
19	19	9 (a) In counties having a population of 1,000,000 or more,
20	20	10 the electors may authorize the township board to contract with
21	21	11 one or more municipalities in the township or with the county
22	22	12 within which the township is located to furnish, using the
23	23	13 funds levied under subsection (b), police protection in the
24	24	14 unincorporated area of the township.
25	25	15 (b) In order to provide and maintain police protection in
26	26	16 the unincorporated area of the township, the The township
27	27	17 board may declare the unincorporated area of the township a
28	28	18 special police district for tax purposes. Proof of the
29	29	19 declaration authorizes the county clerk to extend a tax upon
30	30	20 the special police district in the amount specified in the
31	31	21 annual township tax levy, but not to exceed a rate of .10% of
32	32	22 the value of taxable property as equalized or assessed by the
33	33	23 Department of Revenue.

68	68	1 (c) A township board may also use the special police
69	69	2 district funds levied under subsection (b) to provide for
70	70	3 public safety in unincorporated areas of the township in the
71	71	4 manner prescribed by Section 85-13. The funds levied under
72	72	5 subsection (b) may not be used to pay for (i) any portion of a
73	73	6 school resource officer's wages or to facilitate any agreement
74	74	7 with any law enforcement agency to hire a school resource
75	75	8 officer or (ii) any portion of a red light camera, speed
76	76	9 camera, or automated license plate reader.
77	77	10 As used in this subsection:
78	78	11 "Public safety" includes, but is not limited to, crime
79	79	12 prevention measures and community safety measures, such as:
80	80	13 (i) public information campaigns or programs; (ii) traffic
81	81	14 safety measures, traffic control measures, and signage or
82	82	15 notices related to those measures; (iii) anti-gang and
83	83	16 anti-violence community support and intervention programs; and
84	84	17 (iv) graffiti abatement.
85	85	18 "School resource officer" has the meaning given in Section
86	86	19 10-20.68 of the School Code.
