11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Municipal Code is amended by
15	15	5 changing Section 11-74.4-3.5 as follows:
16	16	6 (65 ILCS 5/11-74.4-3.5)
17	17	7 Sec. 11-74.4-3.5. Completion dates for redevelopment
18	18	8 projects.
19	19	9 (a) Unless otherwise stated in this Section, the estimated
20	20	10 dates of completion of the redevelopment project and
21	21	11 retirement of obligations issued to finance redevelopment
22	22	12 project costs (including refunding bonds under Section
23	23	13 11-74.4-7) may not be later than December 31 of the year in
24	24	14 which the payment to the municipal treasurer, as provided in
25	25	15 subsection (b) of Section 11-74.4-8 of this Act, is to be made
26	26	16 with respect to ad valorem taxes levied in the 23rd calendar
27	27	17 year after the year in which the ordinance approving the
28	28	18 redevelopment project area was adopted if the ordinance was
29	29	19 adopted on or after January 15, 1981.
30	30	20 (a-5) If the redevelopment project area is located within
31	31	21 a transit facility improvement area established pursuant to
32	32	22 Section 11-74.4-3, the estimated dates of completion of the

69	69	2 under Section 11-74.4-7) may not be later than December 31 of
70	70	3 the year in which the payment to the municipal treasurer, as
71	71	4 provided in subsection (b) of Section 11-74.4-8 of this Act,
72	72	5 is to be made with respect to ad valorem taxes levied in the
73	73	6 35th calendar year after the year in which the ordinance
74	74	7 approving the redevelopment project area was adopted.
75	75	8 (a-7) A municipality may adopt tax increment financing for
76	76	9 a redevelopment project area located in a transit facility
77	77	10 improvement area that also includes real property located
78	78	11 within an existing redevelopment project area established
79	79	12 prior to August 12, 2016 (the effective date of Public Act
80	80	13 99-792). In such case: (i) the provisions of this Division
81	81	14 shall apply with respect to the previously established
82	82	15 redevelopment project area until the municipality adopts, as
83	83	16 required in accordance with applicable provisions of this
84	84	17 Division, an ordinance dissolving the special tax allocation
85	85	18 fund for such redevelopment project area and terminating the
86	86	19 designation of such redevelopment project area as a
87	87	20 redevelopment project area; and (ii) after the effective date
88	88	21 of the ordinance described in (i), the provisions of this
89	89	22 Division shall apply with respect to the subsequently
90	90	23 established redevelopment project area located in a transit
91	91	24 facility improvement area.
92	92	25 (b) The estimated dates of completion of the redevelopment

119	119	16 calendar year after the year in which the ordinance approving
120	120	17 the redevelopment project area was adopted if the ordinance
121	121	18 was adopted on May 20, 1985 by the Village of Wheeling.
