11	11	1 AN ACT concerning transportation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Vehicle Code is amended by adding
15	15	5 Section 3-699.26 as follows:

17	17	7 Sec. 3-699.26. Dolly Parton Imagination Library license
18	18	8 plates.
19	19	9 (a) The Secretary, upon receipt of all applicable fees and
20	20	10 applications made in the form prescribed by the Secretary, may
21	21	11 issue special registration plates designated as Dolly Parton
22	22	12 Imagination Library license plates. The special plates issued
23	23	13 under this Section shall be affixed only to passenger vehicles
24	24	14 of the first division, motorcycles, autocycles, or motor
25	25	15 vehicles of the second division weighing not more than 8,000
26	26	16 pounds. Plates issued under this Section shall expire
27	27	17 according to the multi-year procedure established by Section
28	28	18 3-414.1 of this Code.
29	29	19 (b) The design and color of the special plates shall be
30	30	20 wholly within the discretion of the Secretary. Appropriate
31	31	21 documentation, as determined by the Secretary, shall accompany
32	32	22 each application. The Secretary may allow the plates to be
33	33	23 issued as vanity plates or personalized plates under Section
