11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Attorney General Act is amended by adding
15	15	5 Section 6.7 as follows:
16	16	6 (15 ILCS 205/6.7 new)
17	17	7 Sec. 6.7. Office for Missing and Murdered Black Women and
18	18	8 Girls.
19	19	9 (a) There is created within the Office of the Attorney
20	20	10 General an Office for Missing and Murdered Black Women and
21	21	11 Girls, consisting of Assistant Attorneys General appointed by
22	22	12 the Attorney General, who, together with such other staff as
23	23	13 is deemed necessary by the Attorney General, shall:
24	24	14 (1) serve as the legal and policy advisor to the
25	25	15 Attorney General to ensure justice for missing and
26	26	16 murdered Black women and girls;
27	27	17 (2) develop recommendations for policies to address
28	28	18 injustices in the criminal justice system's response to
29	29	19 cases of missing and murdered Black women and girls; and
30	30	20 (3) coordinate with State and local agencies to:
31	31	21 (A) collect data on missing person and homicide
32	32	22 cases involving Black women and girls, including the
33	33	23 total number of cases, the rate at which the cases are

69	69	2 comparison to similar cases involving different
70	70	3 demographic groups;
71	71	4 (B) collect data on Amber Alerts, including the
72	72	5 total number of Amber Alerts issued, the total number
73	73	6 of Amber Alerts that involve Black girls, and the
74	74	7 outcome of cases involving Amber Alerts disaggregated
75	75	8 by the child's race and sex;
76	76	9 (C) collect data on reports of missing Black
77	77	10 girls, including the number of classified runaways,
78	78	11 and a comparison to similar cases involving different
79	79	12 demographic groups;
80	80	13 (D) conduct case reviews and report on the results
81	81	14 of such reviews for cases involving missing and
82	82	15 murdered Black women and girls, including cold cases
83	83	16 for missing Black women and girls and death
84	84	17 investigation review for cases of Black women and
85	85	18 girls ruled as suicide or overdose under suspicious
86	86	19 circumstances;
87	87	20 (E) develop tools and processes to evaluate the
88	88	21 implementation and impact of the efforts of the
89	89	22 Office;
90	90	23 (F) give technical assistance for State and local
91	91	24 enforcement agencies during active cases involving
92	92	25 missing and murdered Black women and girls; and
93	93	26 (G) create and maintain a centralized data
