12	12	1 AN ACT concerning local government.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Counties Code is amended by adding Section
16	16	5 5-1192 as follows:
17	17	6 (55 ILCS 5/5-1192 new)
18	18	7 Sec. 5-1192. Prohibiting the use of natural gas in new
19	19	8 construction. Notwithstanding any other provision of law, a
20	20	9 county may not adopt any regulation that prohibits or has the
21	21	10 effect of prohibiting the use of natural gas in new
22	22	11 construction without a referendum. A home rule county may not
23	23	12 regulate natural gas in a manner inconsistent with this
24	24	13 Section. This Section is a limitation under subsection (i) of
25	25	14 Section 6 of Article VII of the Illinois Constitution on the
26	26	15 concurrent exercise by home rule units of powers and functions
27	27	16 exercised by the State.
28	28	17 Section 10. The Illinois Municipal Code is amended by
29	29	18 adding Section 11-30-11 as follows:
