11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Municipal Code is amended by
15	15	5 changing Section 3.1-20-22 as follows:

17	17	7 Sec. 3.1-20-22. Alderpersons; staggered terms. In any city
18	18	8 of less than 100,000 inhabitants, a proposition to stagger the
19	19	9 terms of alderpersons, with as nearly as possible one-half of
20	20	10 the alderpersons elected every 2 years, shall be certified by
21	21	11 the city clerk to the proper election authority, who shall
22	22	12 submit the proposition at an election in accordance with the
23	23	13 general election law, if a petition requesting that action is
24	24	14 signed by electors of the city numbering at least 10% of the
25	25	15 total vote cast at the last election for mayor of the city and
26	26	16 is filed with the city clerk.
27	27	17 The ballot shall have printed on it, but not as a part of
28	28	18 the proposition submitted, the following information for
29	29	19 voters: one alderperson elected from each even-numbered ward
30	30	20 shall serve a term of 2 years; one alderperson elected from
31	31	21 each odd-numbered ward shall serve a term of 4 years.
