311 1 AN ACT concerning local government.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 5. The Illinois State Police Law of the Civil
715 5 Administrative Code of Illinois is amended by changing Section
816 6 2605-485 as follows:

1018 8 Sec. 2605-485. Endangered Missing Person Advisory.
1119 9 (a) A coordinated program known as the Endangered Missing
1220 10 Person Advisory is established within the Illinois State
1321 11 Police. The purpose of the Endangered Missing Person Advisory
1422 12 is to provide a regional system for the rapid dissemination of
1523 13 information regarding a missing person who is believed to be a
1624 14 high-risk missing person as defined in Section 10 of the
1725 15 Missing Persons Identification Act.
1826 16 (b) The AMBER Plan Task Force, established under Section
1927 17 2605-480 of this Law, shall serve as the task force for the
2028 18 Endangered Missing Person Advisory. The AMBER Plan Task Force
2129 19 shall monitor and review the implementation and operation of
2230 20 the regional system developed under subsection (a), including
2331 21 procedures, budgetary requirements, and response protocols.
2432 22 The AMBER Plan Task Force shall also develop additional
2533 23 network resources for use in the system.

3468 1 (c) The Illinois State Police, in coordination with the
3569 2 Illinois Department on Aging, shall develop and implement a
3670 3 community outreach program to promote awareness among the
3771 4 State's healthcare facilities, nursing homes, assisted living
3872 5 facilities, and other senior centers. The guidelines and
3973 6 procedures shall ensure that specific health information about
4074 7 the missing person is not made public through the alert or
4175 8 otherwise.
4276 9 (c-5) Subject to appropriation, the Illinois State Police,
4377 10 in coordination with the Illinois Department of Human
4478 11 Services, shall develop and implement a community outreach
4579 12 program to promote awareness of the Endangered Missing Person
4680 13 Advisory among applicable entities, including, but not limited
4781 14 to, developmental disability facilities as defined in Section
4882 15 1-107 of the Mental Health and Developmental Disabilities
49-16 Code. The outreach program may also promote awareness of the
50-17 Endangered Missing Person Advisory to people with
51-18 developmental disabilities, as defined in Section 1-116 of the
52-19 Mental Health and Developmental Disabilities Code, communities
53-20 of people with developmental disabilities, and organizations
54-21 that serve people with developmental disabilities. The
55-22 guidelines and procedures shall ensure that specific health
56-23 information about the missing person is not made public
57-24 through the alert or otherwise.
58-25 (d) The Child Safety Coordinator, created under Section
59-26 2605-480 of this Law, shall act in the dual capacity of Child

84+17 health information about the missing person is not made public
85+18 through the alert or otherwise.
86+19 (d) The Child Safety Coordinator, created under Section
87+20 2605-480 of this Law, shall act in the dual capacity of Child
88+21 Safety Coordinator and Endangered Missing Person Coordinator.
89+22 The Coordinator shall assist in the establishment of State
90+23 standards and monitor the availability of federal funding that
91+24 may become available to further the objectives of the
92+25 Endangered Missing Person Advisory. The Illinois State Police
93+26 shall provide technical assistance for the Coordinator from

70-1 Safety Coordinator and Endangered Missing Person Coordinator.
71-2 The Coordinator shall assist in the establishment of State

77-8 (e)(1) The Illinois State Police, in cooperation with the
78-9 Silver Search Task Force, shall develop as part of the
79-10 Endangered Missing Person Advisory a coordinated statewide
80-11 awareness program and toolkit to be used when a person 21 years
81-12 of age or older who is believed to have Alzheimer's disease,
82-13 other related dementia, or other dementia-like cognitive
83-14 impairment is reported missing, which shall be referred to as
84-15 Silver Search.
85-16 (2) The Illinois State Police shall complete development
86-17 and deployment of the Silver Search Awareness Program and
87-18 toolkit on or before July 1, 2017.
88-19 (3) The Illinois State Police shall establish a Silver
89-20 Search Task Force within 90 days after the effective date of
90-21 this amendatory Act of the 99th General Assembly to assist the
91-22 Illinois State Police in development and deployment of the
92-23 Silver Search Awareness Program and toolkit. The Task Force
93-24 shall establish the criteria and create a toolkit, which may
94-25 include usage of Department of Transportation signs, under
95-26 Section 2705-505.6 of the Department of Transportation Law of

144-3 (M) a State organization dedicated to enhancing
145-4 communication and cooperation between sheriffs;
146-5 (N) a State association of police chiefs and other
147-6 leaders of police and public safety organizations;
148-7 (O) a State association representing Illinois
149-8 publishers;
150-9 (P) a State association that advocates for the
151-10 broadcast industry;
152-11 (Q) a member of a large wireless telephone carrier;
153-12 and
154-13 (R) a member of a small wireless telephone carrier.
155-14 The members of the Task Force designated in subparagraphs
156-15 (A) through (I) of this paragraph (3) shall be appointed by the
157-16 head of the respective agency. The members of the Task Force
158-17 designated in subparagraphs (J) through (R) of this paragraph
159-18 (3) shall be appointed by the Director of the Illinois State
160-19 Police. The Director of the Illinois State Police or his or her
161-20 designee shall serve as Chair of the Task Force.
162-21 The Task Force shall meet at least twice a year and shall
163-22 provide a report on the operations of the Silver Search
164-23 Program to the General Assembly and the Governor each year by
165-24 June 30.

229+18 (f)(1) The Illinois State Police, in cooperation with the
230+19 Golden Search Task Force, shall develop as part of the
231+20 Endangered Missing Person Advisory a coordinated statewide
232+21 awareness program and toolkit, which shall be referred to as
233+22 the Golden Search, to be used when there is a missing person
234+23 who is believed to be a person having a developmental

249+2 (2) The Illinois State Police shall complete development
250+3 and deployment of the Golden Search Awareness Program and

252+5 (3) The Illinois State Police shall establish a Golden
253+6 Search Task Force within 90 days after the effective date of
254+7 this amendatory Act of the 104th General Assembly to assist
255+8 the Illinois State Police in development and deployment of the
256+9 Golden Search Awareness Program and toolkit. The Task Force
257+10 shall establish the criteria and create a toolkit, which may
258+11 include usage of Department of Transportation signs, under
259+12 Section 2705-505.6 of the Department of Transportation Law of
260+13 the Civil Administrative Code of Illinois. The toolkit shall
261+14 include information and guidance on responding to a missing
262+15 person with autism spectrum disorder. The Task Force shall
263+16 monitor and review the implementation and operation of that
264+17 program, including procedures, budgetary requirements,
265+18 standards, and minimum requirements for the training of law
266+19 enforcement personnel on how to interact appropriately and
267+20 effectively with individuals with developmental and
268+21 intellectual disabilities. The Task Force shall also develop
269+22 additional network and financial resources for use in the
270+23 system. The Task Force shall include, but shall not be limited
271+24 to, one representative from each of the following:

302+19 (O) a State association that advocates for the
303+20 broadcast industry;
304+21 (P) a member of a large wireless telephone carrier;

306+23 (Q) a member of a small wireless telephone carrier.
307+24 The members of the Task Force designated in subparagraphs
308+25 (A) through (J) of this paragraph (3) shall be appointed by the

321+2 (3) shall be appointed by the Director of the Illinois State
322+3 Police. The Director of the Illinois State Police or the

324+5 The Task Force shall meet at least twice a year and shall
325+6 provide a report on the operations of the Golden Search
326+7 Program to the General Assembly and the Governor each year by

328+9 (4) Subject to appropriation, the Illinois State Police,
329+10 in coordination with the Department of Human Services and the
330+11 Golden Search Task Force, shall develop and implement a
331+12 community outreach program to promote awareness of the Golden
332+13 Search Program as part of the Endangered Missing Person
333+14 Advisory among law enforcement agencies, the State's
334+15 healthcare facilities, service providers, community-based
335+16 organizations, and the general population on or before January
336+17 1, 2026.
337+18 (5) The Child Safety Coordinator, created under Section
338+19 2605-480 of this Law, shall act in the capacity of Golden
339+20 Search Program Coordinator in addition to the Child Safety
340+21 Coordinator's other duties. The Golden Search Program
341+22 Coordinator, in conjunction with the members of the Task
342+23 Force, shall assist the Illinois State Police and the Golden
343+24 Search Task Force in the establishment of State standards and
344+25 monitor the availability of federal and private funding that
