11	11	1 AN ACT concerning government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Police Training Act is amended by
15	15	5 changing Section 10 as follows:
16	16	6 (50 ILCS 705/10) (from Ch. 85, par. 510)
17	17	7 Sec. 10. The Board may make, amend and rescind such rules
18	18	8 and regulations as may be necessary to carry out the
19	19	9 provisions of this Act, including those relating to the annual
20	20	10 certification of retired law enforcement officers qualified
21	21	11 under federal law to carry a concealed weapon. The Board may
22	22	12 not charge retired law enforcement officers more than $30
23	23	13 annually to complete the annual certification. A copy of all
24	24	14 rules and regulations and amendments or rescissions thereof
25	25	15 shall be filed with the Secretary of State within a reasonable
26	26	16 time after their adoption. The schools certified by the Board
27	27	17 and participating in the training program may dismiss from the
28	28	18 school any trainee prior to the officer's completion of the
29	29	19 course, if in the opinion of the person in charge of the
30	30	20 training school, the trainee is unable or unwilling to
31	31	21 satisfactorily complete the prescribed course of training.
32	32	22 The Board shall adopt emergency rules to administer this
33	33	23 Act in accordance with Section 5-45 of the Illinois
