12	12	1 AN ACT concerning State government.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Illinois Criminal Justice Information Act
16	16	5 is amended by adding Section 16 as follows:
17	17	6 (20 ILCS 3930/16 new)
18	18	7 Sec. 16. Homicide reporting.
19	19	8 (a) Beginning January 1, 2026, the Authority shall study
20	20	9 and compile and, on a quarterly basis, publish on the
21	21	10 Authority's public website in a form determined by the
22	22	11 Authority, the information submitted by the Illinois State
23	23	12 Police under Section 5-10 of the Uniform Crime Reporting Act.
24	24	13 (b) The Authority shall publish the following information
25	25	14 for each relevant law enforcement agency:
26	26	15 (1) the number of homicides;
27	27	16 (2) the number of aggravated assaults with a firearm;
28	28	17 (3) the number of aggravated assaults with a firearm
29	29	18 and homicides for which an alleged perpetrator has been
30	30	19 arrested;
31	31	20 (4) the number of aggravated assaults with a firearm
32	32	21 and homicides that are considered clear or closed for a
33	33	22 reason other than an arrest;
34	34	23 (5) the number of cases described in paragraph (4)

71	71	1 that were cleared or closed because:
72	72	2 (i) the alleged perpetrator is deceased;
73	73	3 (ii) the case was rejected by the prosecutor;
74	74	4 (iii) the suspect is currently incarcerated; or
75	75	5 (vi) there are other exceptional means outside of
76	76	6 law enforcement's control; and
77	77	7 (6) the number of the cases described in paragraphs
78	78	8 (1) and (2) that were referred to the relevant State's
79	79	9 Attorney office for prosecution.
80	80	10 Section 10. The Uniform Crime Reporting Act is amended by
81	81	11 changing Sections 5-10 as follows:
82	82	12 (50 ILCS 709/5-10)
83	83	13 Sec. 5-10. Central repository of crime statistics.
84	84	14 (a) The Illinois State Police shall be a central
85	85	15 repository and custodian of crime statistics for the State and
86	86	16 shall have all the power necessary to carry out the purposes of
87	87	17 this Act, including the power to demand and receive
88	88	18 cooperation in the submission of crime statistics from all law
89	89	19 enforcement agencies. All data and information provided to the
90	90	20 Illinois State Police under this Act must be provided in a
91	91	21 manner and form prescribed by the Illinois State Police. On an
92	92	22 annual basis, the Illinois State Police shall make available
93	93	23 compilations of crime statistics and monthly reporting
94	94	24 required to be reported by each law enforcement agency.
