13	13	1 AN ACT concerning transportation.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The Illinois Vehicle Code is amended by
17	17	5 changing Section 11-710 and by adding Sections 1.125.1 and
18	18	6 11-1433 as follows:
19	19	7 (625 ILCS 5/1.125.1 new)
20	20	8 Sec. 1.125.1. Leader-follower work zone vehicle. A motor
21	21	9 vehicle used in combination with another motor vehicle in a
22	22	10 highway construction or maintenance zone that is:
23	23	11 (1) equipped with an automated driving system; and
24	24	12 (2) remotely connected to another motor vehicle
25	25	13 allowing for coordinated or controlled movement within
26	26	14 line of sight of the operator.

28	28	16 Sec. 11-710. Following too closely. (a) The driver of a
29	29	17 motor vehicle shall not follow another vehicle more closely
30	30	18 than is reasonable and prudent, having due regard for the
31	31	19 speed of such vehicles and the traffic upon and the condition
32	32	20 of the highway.
33	33	21 (b) The driver of any truck or motor vehicle drawing

74	74	2 truck or motor vehicle drawing another vehicle shall, whenever
75	75	3 conditions permit, leave sufficient space so that an
76	76	4 overtaking vehicle may enter and occupy such space without
77	77	5 danger, except that this shall not prevent a truck or motor
78	78	6 vehicle drawing another vehicle from overtaking and passing
79	79	7 any vehicle or combination of vehicles.
80	80	8 (c) Motor vehicles being driven upon any roadway outside
81	81	9 of a business or residence district in a caravan or motorcade
82	82	10 whether or not towing other vehicles shall be so operated as to
83	83	11 allow sufficient space between each such vehicle or
84	84	12 combination of vehicles so as to enable any other vehicle to
85	85	13 enter and occupy such space without danger. This provision
86	86	14 shall not apply to funeral processions.
87	87	15 (d) This Section does not apply to the operation of a
88	88	16 leader-follower work zone vehicle.

91	91	19 Sec. 11-1433. Leader-follower work zone vehicles. The
92	92	20 Department and the Illinois State Toll Highway Authority are
93	93	21 authorized and may implement the use of a leader-follower work
94	94	22 zone vehicle in a highway construction or maintenance zone
95	95	23 under their jurisdiction to create a safety system to protect
96	96	24 their workers. The operator of the leader-follower work zone
97	97	25 vehicle shall be deemed the driver and operator of the motor
