1111 1 AN ACT concerning elections.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Election Code is amended by changing
1515 5 Section 11-8 as follows:

1717 7 (Section scheduled to be repealed on July 1, 2029)
1818 8 Sec. 11-8. Vote centers.
1919 9 (a) Notwithstanding any law to the contrary, election
2020 10 authorities shall establish at least one location to be
2121 11 located at an office of the election authority or in the
2222 12 largest municipality within its jurisdiction where all voters
2323 13 in its jurisdiction are allowed to vote on election day during
2424 14 polling place hours, regardless of the precinct in which they
2525 15 are registered, and that location shall provide curbside
2626 16 voting. Election authorities may establish more than one vote
2727 17 center, but in jurisdictions with a population of more than
2828 18 500,000 inhabitants, the election authority shall establish at
2929 19 least 2 vote centers. An election authority establishing such
3030 20 a location under this Section shall identify the location and
3131 21 any health and safety requirements by the 40th day preceding
3232 22 an election and certify such to the State Board of Elections.
3333 23 (b) (Blank). This Section is repealed on July 1, 2029.

6868 1 (c) In addition to the vote centers established under
6969 2 subsection (a), election authorities may establish additional
7070 3 vote centers under the model described in subsection (d). If
7171 4 an election authority establishes additional vote centers
7272 5 under this Section, the appointment of election judges shall
7373 6 follow the procedures described in Articles 13 and 14, but the
7474 7 requirements for the number of election judges shall apply to
7575 8 each vote center, rather than each election precinct.
7676 9 Otherwise, vote centers have the same authority and
7777 10 responsibilities as election precincts and shall follow the
7878 11 same procedures set forth in this Code.
7979 12 (d) If an election authority establishes additional vote
8080 13 centers as described under subsection (c), the election
8181 14 authority shall do so in accordance with the following:
8282 15 (1) For each general primary election and general
8383 16 election, an election authority shall designate a minimum
8484 17 number of vote centers, as follows:
8585 18 (A) For counties with at 250,000 registered
8686 19 voters:
8787 20 (i) during the period from the 15th day before
8888 21 the day of election to the 5th day before the day
8989 22 of election, at least one vote center for each
9090 23 75,000 registered voters;
9191 24 (ii) during the period from the 4th day before
9292 25 the day of election to the day before the day of
9393 26 election, at least one vote center for each 20,000

107107 4 (B) For counties with at least 37,500 registered

112112 9 75,000 registered voters, except that there must
113113 10 be at least one vote center in each county;
114114 11 (ii) during the period from the 5th day before
115115 12 the day of election to the day before the day of
116116 13 election, at least one vote center for each 20,000
117117 14 registered voters; and
118118 15 (iii) on the day of election, at least one
119119 16 vote center for each 12,500 registered voters.
120120 17 (C) For counties with at least 12,500 registered
121121 18 voters but fewer than 37,500 registered voters:
122122 19 (i) during the period from the 15th day before
123123 20 the day of election to the day before the day of
124124 21 election, at least one vote center; and
125125 22 (ii) on the day of election, at least 3 vote
126126 23 centers.
127127 24 (D) For counties with fewer than 12,500 registered
128128 25 voters, from the 15th day before the day of election

140140 1 For the purposes of this paragraph, the number of
141141 2 registered in a county is the number of voters registered
142142 3 in the county on the date of the preceding presidential
143143 4 election or on the date of the preceding general election,
144144 5 whichever is greater.
145145 6 (2) Election authorities shall follow the guidelines
146146 7 for locations and hours of early voting as set forth in
147147 8 Article 19A. An election jurisdiction shall not have fewer
148148 9 permanent early voting locations than required under
149149 10 Article 19A.
150150 11 (3) An election authority may designate a greater
151151 12 number of vote centers than the minimum required by this
152152 13 Section.
153153 14 (4) In selecting the location for vote centers
154154 15 required under paragraph (1), each election authority
155155 16 shall consider:
156156 17 (A) proximity to public transportation lines and
157157 18 availability of parking;
158158 19 (B) geographic features that affect access and
159159 20 convenience;
160160 21 (C) equitable distribution across the county so as
161161 22 to afford maximally convenient options for voters;
162162 23 (D) the existence and location of population
163163 24 centers;
164164 25 (E) access for persons with disabilities;
