11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 SB1674 Introduced 2/5/2025, by Sen. Christopher Belt SYNOPSIS AS INTRODUCED: See Index Amends the Illinois State Police Law. Provides that the Illinois State Police, in cooperation with the Green Alert Task Force, shall develop as part of the Endangered Missing Person Advisory a coordinated statewide awareness program and toolkit, which shall be referred to as a Green Alert, to be used when a veteran, active service member, Illinois National Guard Member, or reservist is believed to be missing or at risk. Provides that the Illinois State Police shall complete development and deployment of the Green Alert Awareness Program and toolkit on or before July 1, 2027. 1111 1 AN ACT concerning local government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois State Police Law of the Civil
1515 5 Administrative Code of Illinois is amended by changing Section
1616 6 2605-485 as follows:

1818 8 Sec. 2605-485. Endangered Missing Person Advisory.
1919 9 (a) A coordinated program known as the Endangered Missing
2020 10 Person Advisory is established within the Illinois State
2121 11 Police. The purpose of the Endangered Missing Person Advisory
2222 12 is to provide a regional system for the rapid dissemination of
2323 13 information regarding a missing person who is believed to be a
2424 14 high-risk missing person as defined in Section 10 of the
2525 15 Missing Persons Identification Act.
2626 16 (b) The AMBER Plan Task Force, established under Section
2727 17 2605-480 of this Law, shall serve as the task force for the
2828 18 Endangered Missing Person Advisory. The AMBER Plan Task Force
2929 19 shall monitor and review the implementation and operation of
3030 20 the regional system developed under subsection (a), including
3131 21 procedures, budgetary requirements, and response protocols.
3232 22 The AMBER Plan Task Force shall also develop additional
3333 23 network resources for use in the system.

6868 1 (c) The Illinois State Police, in coordination with the
6969 2 Illinois Department on Aging, shall develop and implement a
7070 3 community outreach program to promote awareness among the
7171 4 State's healthcare facilities, nursing homes, assisted living
7272 5 facilities, and other senior centers. The guidelines and
7373 6 procedures shall ensure that specific health information about
7474 7 the missing person is not made public through the alert or
7575 8 otherwise.
7676 9 (c-5) Subject to appropriation, the Illinois State Police,
7777 10 in coordination with the Illinois Department of Human
7878 11 Services, shall develop and implement a community outreach
7979 12 program to promote awareness of the Endangered Missing Person
8080 13 Advisory among applicable entities, including, but not limited
8181 14 to, developmental disability facilities as defined in Section
8282 15 1-107 of the Mental Health and Developmental Disabilities
8383 16 Code. The guidelines and procedures shall ensure that specific
8484 17 health information about the missing person is not made public
8585 18 through the alert or otherwise.
8686 19 (d) The Child Safety Coordinator, created under Section
8787 20 2605-480 of this Law, shall act in the dual capacity of Child
8888 21 Safety Coordinator and Endangered Missing Person Coordinator.
8989 22 The Coordinator shall assist in the establishment of State
9090 23 standards and monitor the availability of federal funding that
9191 24 may become available to further the objectives of the
9292 25 Endangered Missing Person Advisory. The Illinois State Police
9393 26 shall provide technical assistance for the Coordinator from

105105 2 (e)(1) The Illinois State Police, in cooperation with the
106106 3 Silver Search Task Force, shall develop as part of the
107107 4 Endangered Missing Person Advisory a coordinated statewide
108108 5 awareness program and toolkit to be used when a person 21 years
109109 6 of age or older who is believed to have Alzheimer's disease,
110110 7 other related dementia, or other dementia-like cognitive
111111 8 impairment is reported missing, which shall be referred to as
112112 9 Silver Search.
113113 10 (2) The Illinois State Police shall complete development
114114 11 and deployment of the Silver Search Awareness Program and
115115 12 toolkit on or before July 1, 2017.
116116 13 (3) The Illinois State Police shall establish a Silver
117117 14 Search Task Force within 90 days after the effective date of
118118 15 this amendatory Act of the 99th General Assembly to assist the
119119 16 Illinois State Police in development and deployment of the
120120 17 Silver Search Awareness Program and toolkit. The Task Force
121121 18 shall establish the criteria and create a toolkit, which may
122122 19 include usage of Department of Transportation signs, under
123123 20 Section 2705-505.6 of the Department of Transportation Law of
124124 21 the Civil Administrative Code of Illinois. The Task Force
125125 22 shall monitor and review the implementation and operation of
126126 23 that program, including procedures, budgetary requirements,
127127 24 standards, and minimum requirements for the training of law
128128 25 enforcement personnel on how to interact appropriately and

163163 24 (M) a State organization dedicated to enhancing
164164 25 communication and cooperation between sheriffs;

184184 9 The members of the Task Force designated in subparagraphs
185185 10 (A) through (I) of this paragraph (3) shall be appointed by the

187187 12 designated in subparagraphs (J) through (R) of this paragraph
188188 13 (3) shall be appointed by the Director of the Illinois State
189189 14 Police. The Director of the Illinois State Police or the
190190 15 Director's his or her designee shall serve as Chair of the Task
191191 16 Force.
192192 17 The Task Force shall meet at least twice a year and shall
193193 18 provide a report on the operations of the Silver Search
194194 19 Program to the General Assembly and the Governor each year by
195195 20 June 30.
196196 21 (4) Subject to appropriation, the Illinois State Police,
197197 22 in coordination with the Department on Aging and the Silver
198198 23 Search Task Force, shall develop and implement a community
199199 24 outreach program to promote awareness of the Silver Search
200200 25 Program as part of the Endangered Missing Person Advisory

227227 16 (6) The Illinois State Police shall provide administrative
228228 17 and other support to the Task Force.
229229 18 (f)(1) The Illinois State Police, in cooperation with the
230230 19 Green Alert Task Force, shall develop as part of the
231231 20 Endangered Missing Person Advisory a coordinated statewide
232232 21 awareness program and toolkit, which shall be referred to as a
233233 22 Green Alert, to be used when a veteran, active service member,
234234 23 Illinois National Guard Member, or reservist is believed to be
235235 24 missing or at risk.
236236 25 (2) The Illinois State Police shall complete development

344344 25 Alert Program Coordinator. The Coordinator, in conjunction

390390 1 (b) The Board shall conduct a training program for law

392392 3 statewide Alzheimer's disease, other related dementia, or
393393 4 other dementia-like cognitive impairment coordinated Silver
394394 5 Search Awareness Program and toolkit developed under Section
395395 6 2605-485 of the Illinois State Police Law of the Civil
396396 7 Administrative Code of Illinois. The Board shall adopt written
397397 8 protocols and guidelines for the handling of missing persons
398398 9 cases involving Alzheimer's disease, other related dementia,
399399 10 or other dementia-like cognitive impairment based upon
400400 11 protocols developed by the Silver Search Task Force in
401401 12 conjunction with the Illinois State Police on or before July
402402 13 1, 2016.
403403 14 (c) The Board shall conduct a training program for law
404404 15 enforcement personnel of local governmental agencies in the
405405 16 statewide coordinated Green Alert Awareness Program and
406406 17 toolkit developed under Section 2605-485 of the Illinois State
407407 18 Police Law of the Civil Administrative Code of Illinois. The
408408 19 Board shall adopt written protocols and guidelines for the
409409 20 handling of missing persons cases concerning veterans, active
410410 21 service members, Illinois National Guard Members, or
411411 22 reservists that are missing or believed to be at risk of being
412412 23 hurt or hurting themselves based upon protocols developed by
413413 24 the Green Alert Task Force in conjunction with the Illinois
414414 25 State Police on or before July 1, 2026.
