11	11	1 AN ACT concerning government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Open Meetings Act is amended by changing
15	15	5 Section 2.01 as follows:
16	16	6 (5 ILCS 120/2.01) (from Ch. 102, par. 42.01)
17	17	7 Sec. 2.01. All meetings required by this Act to be public
18	18	8 shall be held at specified times and places which are
19	19	9 convenient and open to the public. No meeting required by this
20	20	10 Act to be public shall be held on a legal holiday unless the
21	21	11 regular meeting day falls on that holiday.
22	22	12 Except as otherwise provided in this Act, a quorum of
23	23	13 members of a public body must be physically present at the
24	24	14 location of an open meeting. If, however, an open meeting of a
25	25	15 public body (i) with statewide jurisdiction, (ii) that is an
26	26	16 Illinois library system with jurisdiction over a specific
27	27	17 geographic area of more than 4,500 square miles, (iii) that is
28	28	18 a municipal transit district with jurisdiction over a specific
29	29	19 geographic area of more than 4,500 square miles, or (iv) that
30	30	20 is a local workforce investment area with jurisdiction over a
31	31	21 specific geographic area of more than 4,500 square miles is
32	32	22 held simultaneously at one of its offices and one or more other
33	33	23 locations in a public building, which may include other of its

68	68	1 offices, through an interactive video conference and the
69	69	2 public body provides public notice and public access as
70	70	3 required under this Act for all locations, then members
71	71	4 physically present in those locations all count towards
72	72	5 determining a quorum. "Public building", as used in this
73	73	6 Section, means any building or portion thereof owned or leased
74	74	7 by any public body. The requirement that a quorum be
75	75	8 physically present at the location of an open meeting shall
76	76	9 not apply, however, to State advisory boards or bodies,
77	77	10 including committees of the Police Officers' Pension
78	78	11 Investment Fund, that do not have authority to make binding
79	79	12 recommendations or determinations or to take any other
80	80	13 substantive action.
81	81	14 Except as otherwise provided in this Act, a quorum of
82	82	15 members of a public body that is not (i) a public body with
83	83	16 statewide jurisdiction, (ii) an Illinois library system with
84	84	17 jurisdiction over a specific geographic area of more than
85	85	18 4,500 square miles, (iii) a municipal transit district with
86	86	19 jurisdiction over a specific geographic area of more than
87	87	20 4,500 square miles, or (iv) a local workforce innovation area
88	88	21 with jurisdiction over a specific geographic area of more than
89	89	22 4,500 square miles must be physically present at the location
90	90	23 of a closed meeting. Other members who are not physically
91	91	24 present at a closed meeting of such a public body may
92	92	25 participate in the meeting by means of a video or audio
93	93	26 conference. For the purposes of this Section, "local workforce
