1111 1 AN ACT concerning government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Open Meetings Act is amended by changing
1515 5 Section 2.01 as follows:
1616 6 (5 ILCS 120/2.01) (from Ch. 102, par. 42.01)
1717 7 Sec. 2.01. All meetings required by this Act to be public
1818 8 shall be held at specified times and places which are
1919 9 convenient and open to the public. No meeting required by this
2020 10 Act to be public shall be held on a legal holiday unless the
2121 11 regular meeting day falls on that holiday.
2222 12 Except as otherwise provided in this Act, a quorum of
2323 13 members of a public body must be physically present at the
2424 14 location of an open meeting. If, however, an open meeting of a
2525 15 public body (i) with statewide jurisdiction, (ii) that is an
2626 16 Illinois library system with jurisdiction over a specific
2727 17 geographic area of more than 4,500 square miles, (iii) that is
2828 18 a municipal transit district with jurisdiction over a specific
2929 19 geographic area of more than 4,500 square miles, or (iv) that
3030 20 is a local workforce investment area with jurisdiction over a
3131 21 specific geographic area of more than 4,500 square miles is
3232 22 held simultaneously at one of its offices and one or more other
3333 23 locations in a public building, which may include other of its

6868 1 offices, through an interactive video conference and the
6969 2 public body provides public notice and public access as
7070 3 required under this Act for all locations, then members
7171 4 physically present in those locations all count towards
7272 5 determining a quorum. "Public building", as used in this
7373 6 Section, means any building or portion thereof owned or leased
7474 7 by any public body. The requirement that a quorum be
7575 8 physically present at the location of an open meeting shall
7676 9 not apply, however, to State advisory boards or bodies,
7777 10 including committees of the Police Officers' Pension
7878 11 Investment Fund, that do not have authority to make binding
7979 12 recommendations or determinations or to take any other
8080 13 substantive action.
8181 14 Except as otherwise provided in this Act, a quorum of
8282 15 members of a public body that is not (i) a public body with
8383 16 statewide jurisdiction, (ii) an Illinois library system with
8484 17 jurisdiction over a specific geographic area of more than
8585 18 4,500 square miles, (iii) a municipal transit district with
8686 19 jurisdiction over a specific geographic area of more than
8787 20 4,500 square miles, or (iv) a local workforce innovation area
8888 21 with jurisdiction over a specific geographic area of more than
8989 22 4,500 square miles must be physically present at the location
9090 23 of a closed meeting. Other members who are not physically
9191 24 present at a closed meeting of such a public body may
9292 25 participate in the meeting by means of a video or audio
9393 26 conference. For the purposes of this Section, "local workforce
