3	11		1 AN ACT concerning safety.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 1. Short title. This Act may be cited as the
7	15		5 Rooftop Safety for First Responders Act.
8	16		6 Section 5. Definitions. In this Act:
9	17		7 "Court" means an open space on a lot, other than a yard or
10	18		8 portion of a yard, that is unobstructed from its lowest level
11	19		9 to the sky and bounded, in whole or part, by abutting property
12	20		10 lines, exterior building walls or other enclosing devices.
13	21		11 "Low-sloped roof" mean roof with a slope of less than 2
14	22		12 units vertical in 12 units horizontal (17% slope).
15	23		13 "Parapet" means a barrier that extends upward from the
16	24		14 edge of a structure, such as a roof, balcony, walkway, or
17	25		15 terrace.
18	26		16 "Shaft" means a continuous vertical space substantially
19	27		17 enclosed on all sides that extends for 2 or more floors,
20	28		18 including, but not limited to, an elevator shaft, a
21	29		19 ventilation shaft, a stairwell, or a service shaft.
22	30		20 Section 10. Low-sloped roof edges and openings. All
23	31		21 existing buildings, new construction, new roofs, roof
24	32		22 replacements, and renovation projects that increase the area

33	67		1 of a home or business by more than 50% are subject to the
34	68		2 following requirements:
35	69		3 (1) The edges of a low-sloped roof that adjoin a shaft
36	70		4 or a court that is enclosed on all sides shall be provided
37	71		5 with a parapet, extended masonry, or guard, or any
38	72		6 combination thereof that meets the requirements of Section
39	73		7 1015 of the International Building Code.
40	74		8 (2) All skylights and other openings located in the
41	75		9 plane of a low-sloped roof that are not otherwise required
42	76		10 to remain open and unobstructed by law shall be either:
43		-	11 (A) glazed with wired glass, plain glass, glass
44		-	12 block~~, or polycarbonate plastic~~ that is designed ~~and~~
45		-	13 ~~constructed to withstand a minimum dynamic~~ load ~~test~~
46		-	14 ~~of no less than 400 pounds~~; or
	77	+	11 (A) glazed with wired glass, plain glass, or glass
	78	+	12 block that is designed to meet the applicable live
	79	+	13 load requirements for the roof under Section 1607 of
	80	+	14 the International Building Code; or
47	81		15 (B) provided with a parapet, extended masonry, or
48	82		16 guard, or any combination thereof, that meets the
49	83		17 requirements of Section 1015 of the International
50	84		18 Building Code.
51	85		19 Section 15. Survey.
52	86		20 (a) No later than January 1, 2027, and every 2 years
53	87		21 thereafter, each municipality shall complete a survey of
54	88		22 buildings in its jurisdiction that have skylights and other
55	89		23 openings located in the plane of a low-sloped roof.
56	90		24 (b) The results of the survey shall be reported in a
57	91		25 building inventory that shall be shared with local police
