311 1 AN ACT concerning safety.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 1. Short title. This Act may be cited as the
715 5 Rooftop Safety for First Responders Act.
816 6 Section 5. Definitions. In this Act:
917 7 "Court" means an open space on a lot, other than a yard or
1018 8 portion of a yard, that is unobstructed from its lowest level
1119 9 to the sky and bounded, in whole or part, by abutting property
1220 10 lines, exterior building walls or other enclosing devices.
1321 11 "Low-sloped roof" mean roof with a slope of less than 2
1422 12 units vertical in 12 units horizontal (17% slope).
1523 13 "Parapet" means a barrier that extends upward from the
1624 14 edge of a structure, such as a roof, balcony, walkway, or
1725 15 terrace.
1826 16 "Shaft" means a continuous vertical space substantially
1927 17 enclosed on all sides that extends for 2 or more floors,
2028 18 including, but not limited to, an elevator shaft, a
2129 19 ventilation shaft, a stairwell, or a service shaft.
2230 20 Section 10. Low-sloped roof edges and openings. All
2331 21 existing buildings, new construction, new roofs, roof
2432 22 replacements, and renovation projects that increase the area

3367 1 of a home or business by more than 50% are subject to the
3468 2 following requirements:
3569 3 (1) The edges of a low-sloped roof that adjoin a shaft
3670 4 or a court that is enclosed on all sides shall be provided
3771 5 with a parapet, extended masonry, or guard, or any
3872 6 combination thereof that meets the requirements of Section
3973 7 1015 of the International Building Code.
4074 8 (2) All skylights and other openings located in the
4175 9 plane of a low-sloped roof that are not otherwise required
4276 10 to remain open and unobstructed by law shall be either:
43-11 (A) glazed with wired glass, plain glass, glass
44-12 block, or polycarbonate plastic that is designed and
45-13 constructed to withstand a minimum dynamic load test
46-14 of no less than 400 pounds; or
77+11 (A) glazed with wired glass, plain glass, or glass
78+12 block that is designed to meet the applicable live
79+13 load requirements for the roof under Section 1607 of
80+14 the International Building Code; or
4781 15 (B) provided with a parapet, extended masonry, or
4882 16 guard, or any combination thereof, that meets the
4983 17 requirements of Section 1015 of the International
5084 18 Building Code.
5185 19 Section 15. Survey.
5286 20 (a) No later than January 1, 2027, and every 2 years
5387 21 thereafter, each municipality shall complete a survey of
5488 22 buildings in its jurisdiction that have skylights and other
5589 23 openings located in the plane of a low-sloped roof.
5690 24 (b) The results of the survey shall be reported in a
5791 25 building inventory that shall be shared with local police
