13	13	1 AN ACT concerning education.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The School Code is amended by adding Section
17	17	5 27-23.19 as follows:
18	18	6 (105 ILCS 5/27-23.19 new)
19	19	7 Sec. 27-23.19. Public safety and police engagement
20	20	8 training curriculum.
21	21	9 (a) Beginning with the 2027-2028 school year, if funds are
22	22	10 available, whether through public or private funding, a school
23	23	11 district shall provide a minimum of 3 hours of instruction for
24	24	12 students in any of grades 7 through 12 on each of the following
25	25	13 topics:
26	26	14 (1) Legal aspects explaining the law and penalties
27	27	15 for:
28	28	16 (A) obstructing justice and obstructing the
29	29	17 police; and
30	30	18 (B) weapon offenses, narcotic offenses, acts of
31	31	19 violence offenses, and sex crimes.
32	32	20 (2) Responding to a police encounter by:
33	33	21 (A) explaining how the police respond to
34	34	22 situations, things officers look for from a police
35	35	23 perspective, and the reasons for commands and

84	84	9 (B) obtaining information concerning future
85	85	10 situation issues; and
86	86	11 (C) the proper ways in which to levy complaints.
87	87	12 (b) A school board may include the required instruction in
88	88	13 the courses of study regularly taught in the public schools of
89	89	14 the district.
90	90	15 (c) The State Board of Education may prepare and make
91	91	16 available to school boards resource materials that may be used
92	92	17 as guidelines for the development of instruction under this
93	93	18 Section.
