8	8	1 AN ACT concerning appropriations.
9	9	2 Be it enacted by the People of the State of Illinois,
10	10	3 represented in the General Assembly:
11	11	4 Section 5. The amount of $70,000,000, or so much of that
12	12	5 amount as may be necessary, is appropriated from the General
13	13	6 Revenue Fund to the Department of Transportation for expenses
14	14	7 of planning, design, and environmental clearance of a new
15	15	8 electrified high-speed line designed for speeds in excess of
16	16	9 186 miles per hour in relation to the Statewide Railway
17	17	10 Program.
18	18	11 Section 10. The amount of $230,000,000, or so much of that
19	19	12 amount as may be necessary, is appropriated from the General
20	20	13 Revenue Fund to the Department of Transportation for expenses
21	21	14 of capital improvements to railroad lines that currently host
22	22	15 passenger trains, upgrades for existing railroad lines
23	23	16 establish new passenger rail routes, or to new construct
24	24	17 railroad lines to establish new passenger rail routes in
25	25	18 relation to the Statewide Railway Program. Eligible expenses
26	26	19 include: repairing, reconstructing, or building new railroad
27	27	20 bridges; installing or modernizing overhead catenary for
28	28	21 electrically powered trains; upgrading existing mainline
29	29	22 tracks to FRA Class 4 standards or better; adding second or
30	30	23 third mainline tracks; and installing train control systems.

52	52	1 Section 15. The amount of $100,000,000, or so much of that
53	53	2 amount as may be necessary, is appropriated from the General
54	54	3 Revenue Fund to the Department of Transportation for expenses
55	55	4 of purchasing modern trains and the construction of new
56	56	5 maintenance facilities or the modernization of existing
57	57	6 maintenance facilities in relation to the Statewide Railway
58	58	7 Program.
59	59	8 Section 20. The amount of $2,000,000, or so much of that
60	60	9 amount as may be necessary, is appropriated from the General
61	61	10 Revenue Fund to the Department of Transportation for salaries
62	62	11 and other expenses related to adding professional staff in the
63	63	12 rail division of the Office of Intermodal Project
64	64	13 Implementation in relation to the Statewide Railway Program.
65	65	14 Section 25. The amount of $100,000,000, or so much of that
66	66	15 amount as may be necessary, is appropriated from the General
67	67	16 Revenue Fund to the Department of Transportation for the
68	68	17 operation of passenger trains linking communities outside of
69	69	18 the Regional Transportation Authority boundaries to Chicago
70	70	19 and O'Hare and the operation of passenger trains linking
71	71	20 communities outside of the Regional Transportation Authority
72	72	21 boundaries to other communities outside of the Regional
73	73	22 Transportation Authority boundaries in relation to the
74	74	23 Statewide Railway Program.

85	85	1 Section 30. The amount of $50,000,000, or so much of that
86	86	2 amount as may be necessary, is appropriated from the General
87	87	3 Revenue Fund to the Department of Transportation for
88	88	4 maintaining mainline tracks on passenger rail routes at Class
89	89	5 5 or better in relation to the Statewide Railway Program.
90	90	6 Section 35. The amount of $23,000,000, or so much of that
91	91	7 amount as may be necessary, is appropriated from the General
92	92	8 Revenue Fund to the Department of Transportation for the
93	93	9 operation of regional buses to connect communities without a
94	94	10 railway station outside of the Regional Transportation
95	95	11 Authority to the state passenger railway network and to
96	96	12 supplement frequency on passenger rail routes in relation to
97	97	13 the Statewide Railway Program.
