88 1 AN ACT concerning appropriations.
99 2 Be it enacted by the People of the State of Illinois,
1010 3 represented in the General Assembly:
1111 4 Section 5. The amount of $70,000,000, or so much of that
1212 5 amount as may be necessary, is appropriated from the General
1313 6 Revenue Fund to the Department of Transportation for expenses
1414 7 of planning, design, and environmental clearance of a new
1515 8 electrified high-speed line designed for speeds in excess of
1616 9 186 miles per hour in relation to the Statewide Railway
1717 10 Program.
1818 11 Section 10. The amount of $230,000,000, or so much of that
1919 12 amount as may be necessary, is appropriated from the General
2020 13 Revenue Fund to the Department of Transportation for expenses
2121 14 of capital improvements to railroad lines that currently host
2222 15 passenger trains, upgrades for existing railroad lines
2323 16 establish new passenger rail routes, or to new construct
2424 17 railroad lines to establish new passenger rail routes in
2525 18 relation to the Statewide Railway Program. Eligible expenses
2626 19 include: repairing, reconstructing, or building new railroad
2727 20 bridges; installing or modernizing overhead catenary for
2828 21 electrically powered trains; upgrading existing mainline
2929 22 tracks to FRA Class 4 standards or better; adding second or
3030 23 third mainline tracks; and installing train control systems.

5252 1 Section 15. The amount of $100,000,000, or so much of that

5454 3 Revenue Fund to the Department of Transportation for expenses

5656 5 maintenance facilities or the modernization of existing
5757 6 maintenance facilities in relation to the Statewide Railway

6161 10 Revenue Fund to the Department of Transportation for salaries
6262 11 and other expenses related to adding professional staff in the
6363 12 rail division of the Office of Intermodal Project
6464 13 Implementation in relation to the Statewide Railway Program.
6565 14 Section 25. The amount of $100,000,000, or so much of that
6666 15 amount as may be necessary, is appropriated from the General
6767 16 Revenue Fund to the Department of Transportation for the
6868 17 operation of passenger trains linking communities outside of
6969 18 the Regional Transportation Authority boundaries to Chicago
7070 19 and O'Hare and the operation of passenger trains linking
7171 20 communities outside of the Regional Transportation Authority
7272 21 boundaries to other communities outside of the Regional
7373 22 Transportation Authority boundaries in relation to the
7474 23 Statewide Railway Program.

8585 1 Section 30. The amount of $50,000,000, or so much of that
8686 2 amount as may be necessary, is appropriated from the General
8787 3 Revenue Fund to the Department of Transportation for
8888 4 maintaining mainline tracks on passenger rail routes at Class
8989 5 5 or better in relation to the Statewide Railway Program.
9090 6 Section 35. The amount of $23,000,000, or so much of that
9191 7 amount as may be necessary, is appropriated from the General
9292 8 Revenue Fund to the Department of Transportation for the
9393 9 operation of regional buses to connect communities without a
9494 10 railway station outside of the Regional Transportation
9595 11 Authority to the state passenger railway network and to
9696 12 supplement frequency on passenger rail routes in relation to
9797 13 the Statewide Railway Program.
