11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The School Safety Drill Act is amended by
15	15	5 changing Section 50 as follows:

17	17	7 Sec. 50. Crisis response mapping data grants.
18	18	8 (a) Subject to appropriations made for the purposes of
19	19	9 this Section, the State Board or its designee shall make
20	20	10 crisis response mapping data available to any appropriation, a
21	21	11 public school district, a charter school, a special education
22	22	12 cooperative or district, an education for employment system, a
23	23	13 State-approved area career center, a public university
24	24	14 laboratory school, regional office of education or
25	25	15 intermediate service center, early childhood or preschool
26	26	16 program supported by the Early Childhood Block Grant, the
27	27	17 Illinois Mathematics and Science Academy, the Department of
28	28	18 Juvenile Justice School District, a regional office of
29	29	19 education, the Illinois School for the Deaf, the Illinois
30	30	20 School for the Visually Impaired, the Philip J. Rock Center
31	31	21 and School, an early childhood or preschool program supported
32	32	22 by the Early Childhood Block Grant, or any other public school
33	33	23 entity designated by the State Board of Education by rule. Any

68	68	1 entity that receives crisis response mapping data pursuant to
69	69	2 this subsection shall , may apply to the State Board of
70	70	3 Education or the State Board's designee for a grant to obtain
71	71	4 crisis response mapping data and to provide copies of the
72	72	5 crisis response mapping data to appropriate local, county,
73	73	6 State, and federal first responders for use in response to
74	74	7 emergencies. The crisis response mapping data shall be stored
75	75	8 and provided in an electronic or digital format to assist
76	76	9 first responders in responding to emergencies at the school.
77	77	10 (b) Subject to appropriation, including funding for any
78	78	11 administrative costs reasonably incurred, by the State Board
79	79	12 of Education or the State Board's designee shall provide
80	80	13 crisis response mapping data to eligible entities named in
81	81	14 subsection (a) in the order in which such entities apply for it
82	82	15 and until any appropriations made for the purposes of this
83	83	16 Section are exhausted. in the administration of the grant
84	84	17 program described by this Section, the State Board shall
85	85	18 provide grants to any entity in subsection (a) upon approval
86	86	19 of an application submitted by the entity to cover the costs
87	87	20 incurred in obtaining crisis response mapping data under this
88	88	21 Section. The grant Any application for crisis response mapping
89	89	22 data must include crisis response mapping data for all schools
90	90	23 under the jurisdiction of the entity submitting the
91	91	24 application, including, in the case of a public school
92	92	25 district, any charter schools authorized by the school board

104	104	1 (c) The To be eligible for a grant under this Section, the
105	105	2 crisis response mapping data provided by the State Board or
106	106	3 the State Board's designee must include, at a minimum:
107	107	4 (1) be compatible and integrate into security software
108	108	5 platforms in use by the specific school for which the data
109	109	6 is provided without requiring local law enforcement
110	110	7 agencies or the school district to purchase additional
111	111	8 software or requiring the integration of third-party
112	112	9 software to view the data;
113	113	10 (2) be compatible with security software platforms in
114	114	11 use by the specific school for which the data is provided
115	115	12 without requiring local public safety agencies or the
116	116	13 school district to purchase additional software or
117	117	14 requiring the integration of third-party software to view
118	118	15 the data;
119	119	16 (3) be capable of being provided in a printable
120	120	17 format;
121	121	18 (4) be verified for accuracy by an on-site
122	122	19 walk-through of the school building and grounds;
123	123	20 (5) be oriented to true north;
124	124	21 (6) be overlaid on current aerial imagery or plans of
125	125	22 the school building;
126	126	23 (7) contain site-specific labeling that matches the
127	127	24 structure of the school building, including room labels,
128	128	25 hallway names, and external door or stairwell numbers and
