1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Safety Drill Act is amended by
1515 5 changing Section 50 as follows:

1717 7 Sec. 50. Crisis response mapping data grants.
1818 8 (a) Subject to appropriations made for the purposes of
1919 9 this Section, the State Board or its designee shall make
2020 10 crisis response mapping data available to any appropriation, a
2121 11 public school district, a charter school, a special education
2222 12 cooperative or district, an education for employment system, a
2323 13 State-approved area career center, a public university
2424 14 laboratory school, regional office of education or
2525 15 intermediate service center, early childhood or preschool
2626 16 program supported by the Early Childhood Block Grant, the
2727 17 Illinois Mathematics and Science Academy, the Department of
2828 18 Juvenile Justice School District, a regional office of
2929 19 education, the Illinois School for the Deaf, the Illinois
3030 20 School for the Visually Impaired, the Philip J. Rock Center
3131 21 and School, an early childhood or preschool program supported
3232 22 by the Early Childhood Block Grant, or any other public school
3333 23 entity designated by the State Board of Education by rule. Any

6868 1 entity that receives crisis response mapping data pursuant to
6969 2 this subsection shall , may apply to the State Board of
7070 3 Education or the State Board's designee for a grant to obtain
7171 4 crisis response mapping data and to provide copies of the
7272 5 crisis response mapping data to appropriate local, county,
7373 6 State, and federal first responders for use in response to
7474 7 emergencies. The crisis response mapping data shall be stored
7575 8 and provided in an electronic or digital format to assist
7676 9 first responders in responding to emergencies at the school.
7777 10 (b) Subject to appropriation, including funding for any
7878 11 administrative costs reasonably incurred, by the State Board
7979 12 of Education or the State Board's designee shall provide
8080 13 crisis response mapping data to eligible entities named in
8181 14 subsection (a) in the order in which such entities apply for it
8282 15 and until any appropriations made for the purposes of this
8383 16 Section are exhausted. in the administration of the grant
8484 17 program described by this Section, the State Board shall
8585 18 provide grants to any entity in subsection (a) upon approval
8686 19 of an application submitted by the entity to cover the costs
8787 20 incurred in obtaining crisis response mapping data under this
8888 21 Section. The grant Any application for crisis response mapping
8989 22 data must include crisis response mapping data for all schools
9090 23 under the jurisdiction of the entity submitting the
9191 24 application, including, in the case of a public school
9292 25 district, any charter schools authorized by the school board

104104 1 (c) The To be eligible for a grant under this Section, the
105105 2 crisis response mapping data provided by the State Board or
106106 3 the State Board's designee must include, at a minimum:
107107 4 (1) be compatible and integrate into security software
108108 5 platforms in use by the specific school for which the data
109109 6 is provided without requiring local law enforcement
110110 7 agencies or the school district to purchase additional
111111 8 software or requiring the integration of third-party
112112 9 software to view the data;
113113 10 (2) be compatible with security software platforms in
114114 11 use by the specific school for which the data is provided
115115 12 without requiring local public safety agencies or the
116116 13 school district to purchase additional software or
117117 14 requiring the integration of third-party software to view
118118 15 the data;
119119 16 (3) be capable of being provided in a printable
120120 17 format;
121121 18 (4) be verified for accuracy by an on-site
122122 19 walk-through of the school building and grounds;
123123 20 (5) be oriented to true north;
124124 21 (6) be overlaid on current aerial imagery or plans of
125125 22 the school building;
126126 23 (7) contain site-specific labeling that matches the
127127 24 structure of the school building, including room labels,
128128 25 hallway names, and external door or stairwell numbers and
129129 26 the location of hazards, critical utilities, key boxes,
