| 21 | 21 | | 11 agent or distributor shall sell or resell lottery tickets or |

| 22 | 22 | | 12 shares. No person shall charge a fee to redeem a winning ticket |

| 23 | 23 | | 13 or share. |

| 24 | 24 | | 14 (b) Notwithstanding subsection (a), a licensed lottery |

| 25 | 25 | | 15 sales agent may enter into an agreement with a third-party |
