1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by adding Section
1515 5 22-101 as follows:
1616 6 (105 ILCS 5/22-101 new)
1717 7 Sec. 22-101. Out-of-school time.
1818 8 (a) The General Assembly declares that it is the policy of
1919 9 this State to provide all young people between the ages of 6
2020 10 and 19 with access to quality out-of-school time (OST)
2121 11 programs through a State commitment to sufficient and
2222 12 sustainable funding for programs that promote positive youth
2323 13 development. Further, this State is a national leader in the
2424 14 community schools model which helps strengthen OST programs
2525 15 through school and community partnerships in order to meet the
2626 16 whole needs of all children and youth. The need for this policy
2727 17 is based on a series of facts.
2828 18 The General Assembly finds that youth who are engaged in
2929 19 quality OST activities and community schools are more likely
3030 20 to succeed in academics, employment, and civic affairs than
3131 21 youth who do not participate in OST activities. Youth with
3232 22 high levels of participation in quality OST programs miss
3333 23 fewer days of school, have lower drop-out rates, and higher

6969 2 after school hours and OST programs help prevent crime
7070 3 victimization and help youth to make healthy choices.
7171 4 The General Assembly also finds that youth in this State
7272 5 face greater barriers to accessing OST programs than ever
7373 6 before:
7474 7 (1) Demand for programs far outpaces the supply of
7575 8 programs.
7676 9 (2) Funding is fragmented among State agencies.
7777 10 (3) The path to accessing public funding is often
7878 11 difficult.
7979 12 (4) Funding inconsistencies make it difficult to
8080 13 maintain a qualified OST workforce.
8181 14 The General Assembly also finds that the State, having
8282 15 demonstrated national leadership in advancing youth
8383 16 development must also expand OST programming in order to
8484 17 realize the full, continued benefits of public investment in
8585 18 the State's young people.
8686 19 (b) As used in this Section:
8787 20 "Community school" means public schools that work with the
8888 21 community to improve student outcomes and address the needs of
8989 22 the whole child. All community schools are unique and
9090 23 responsive to their community; however, they all include
9191 24 integrated student supports, expanded learning, family
9292 25 engagement, and collaborative leadership.
9393 26 "Out-of-school time" or "OST" means positive youth

104104 1 development activities provided to youth between the ages of 6
105105 2 and 19 during the hours before or after school, during school
106106 3 year and summer recess from school, or during the weekends,
107107 4 including, but not limited to: academic support; arts, music,
108108 5 sports, cultural enrichment, and other recreation; health
109109 6 promotion and diseases prevention; life skills and work and
110110 7 career development; and youth leadership development.
111111 8 (c) There is hereby established the Out-of-School Time
112112 9 (OST) Advisory Council for the purpose of providing
113113 10 information and advice to the Governor and State agencies
114114 11 regarding State and federal policy and funding issues
115115 12 affecting out of school time programs based on regular and
116116 13 systematic input from providers.
117117 14 (1) The OST Advisory Council shall include
118118 15 representation from both public and private organizations
119119 16 comprised of the following:
120120 17 (A) Four members of the General Assembly: one
121121 18 appointed by the President of the Senate; one
122122 19 appointed by the Minority Leader of the Senate; one
123123 20 appointed by the Speaker of the House of
124124 21 Representatives; and one appointed by the Minority
125125 22 Leader of the House of Representatives.
126126 23 (B) Representatives from the State Board of
127127 24 Education, the Department of Human Services, the
128128 25 Illinois Criminal Justice Information Authority, and
129129 26 the Department of Early Childhood.

140140 1 (C) Three OST providers from various settings.
141141 2 (D) A community school lead partner agency.
142142 3 (E) A private philanthropic funder.
143143 4 (F) A principal of a school that has OST or the
144144 5 community schools model.
145145 6 (G) A superintendent of a school district that has
146146 7 OST or the community schools model.
147147 8 (H) An OST researcher or evaluator.
148148 9 (I) Additional public members that have an
149149 10 interest in OST, including law enforcement, business,
150150 11 and youth advocacy.
151151 12 The OST Advisory Council membership shall be
152152 13 representative of the diversity of out-of-school programs,
153153 14 regarding geography, size, and public or nonpublic
154154 15 operation.
155155 16 (2) The Governor shall designate one of the OST
156156 17 Advisory Council members who is a nongovernment
157157 18 stakeholder to serve as co-chairperson and a State agency
158158 19 representative as a chair.
159159 20 (3) The OST Advisory Council shall meet no less than 4
160160 21 times a year.
161161 22 (d) The OST Advisory Council shall do all of the
162162 23 following:
163163 24 (1) Provide information on the status of funding
164164 25 provided for OST programs in each fiscal year, including
165165 26 the number of applications received, the number of
