12	12	1 AN ACT concerning regulation.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Illinois Athletic Trainers Practice Act is
16	16	5 amended by adding Section 10.5 and by changing Section 12 as
17	17	6 follows:
18	18	7 (225 ILCS 5/10.5 new)
19	19	8 Sec. 10.5. Notice of expiring license. The Department
20	20	9 shall notify an athletic trainer at least 30 days before the
21	21	10 expiration of his or her license that if he or she does not
22	22	11 place the license into inactive status, he or she will be
23	23	12 subject to the required fees to restore the license once it has
24	24	13 expired.

27	27	16 Sec. 12. Restoration of expired licenses. An athletic
28	28	17 trainer who has permitted his or her license to expire or who
29	29	18 has had his or her license on inactive status may have his or
30	30	19 her license restored by making application to the Department
31	31	20 and filing proof acceptable to the Department of his or her
32	32	21 fitness to have his or her license restored, and by paying the

70	70	1 expired for no longer than 5 years, the athletic trainer was
71	71	2 practicing in another jurisdiction during the period of
72	72	3 expiration, and the athletic trainer furnishes to the
73	73	4 Department an affidavit to that effect, then the Department
74	74	5 shall waive any restoration fee or lapsed renewal fee for
75	75	6 restoration of that license. Proof of fitness may include
76	76	7 sworn evidence certifying active lawful practice in another
77	77	8 jurisdiction.
78	78	9 If the athletic trainer has not maintained an active
79	79	10 practice in another jurisdiction satisfactory to the
80	80	11 Department, the Department shall determine, by an evaluation
81	81	12 program established by rule, his or her fitness for
82	82	13 restoration of the license and shall establish procedures and
83	83	14 requirements for restoration.
84	84	15 Any athletic trainer whose license has been expired for
85	85	16 more than 5 years may have his or her license restored by
86	86	17 making application to the Department and filing proof
87	87	18 acceptable to the Department of his or her fitness to have his
88	88	19 or her license restored, including sworn evidence certifying
89	89	20 to active practice in another jurisdiction and by paying the
90	90	21 required restoration fee. However, any athletic trainer whose
91	91	22 license has expired while he or she has been engaged (1) in the
92	92	23 federal service in active duty with the Army of the United
93	93	24 States, the United States Navy, the Marine Corps, the Air
94	94	25 Force, the Coast Guard, or the State Militia called into the
95	95	26 service or training of the United States of America, or (2) in
