12	12	1 AN ACT concerning business.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 1. Short title. This Act may be cited as the Paper
16	16	5 Waste Reduction Act.
17	17	6 Section 5. Definition. As used in this Act, "junk mail"
18	18	7 means any printed matter sent by mail that is not sent at the
19	19	8 request of or with the express consent of the recipient for the
20	20	9 purpose of encouraging the purchase or rental of, or
21	21	10 investment in, property, goods, or services or soliciting any
22	22	11 type of monetary donation or contribution.
23	23	12 Section 10. Limitations on unsolicited junk mail.
24	24	13 (a) A for-profit corporation, association, limited
25	25	14 liability company, partnership, or other legal entity shall
26	26	15 not send or cause to be sent junk mail to a person residing in
27	27	16 this State more than 2 times in a calendar year unless that
28	28	17 resident responds to the junk mail by contacting the sender or
29	29	18 affirmatively requests that the sender continues to send junk
30	30	19 mail to the person's address.
31	31	20 (b) A not-for-profit organization shall not send or cause
32	32	21 to be sent junk mail to a person residing in this State more
33	33	22 than 6 times in a calendar year unless that resident responds

73	73	4 Section 15. Enforcement by the Attorney General. A
74	74	5 violation of any of the provisions of this Act is an unlawful
75	75	6 practice under the Consumer Fraud and Deceptive Business
76	76	7 Practices Act. All remedies, penalties, and authority granted
77	77	8 to the Attorney General by that Act shall be available to him
78	78	9 or her for the enforcement of this Act.
79	79	10 Section 90. The Consumer Fraud and Deceptive Business
80	80	11 Practices Act is amended by adding Section 2HHHH as follows:
