1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Department of Innovation and Technology Act
1515 5 is amended by changing Section 1-80 as follows:

1717 7 Sec. 1-80. Generative AI and Natural Language Processing
1818 8 Task Force.
1919 9 (a) As used in this Section, "Task Force" means the
2020 10 Generative AI and Natural Language Processing Task Force
2121 11 established by this Section.
2222 12 (b) The Department shall establish the Generative AI and
2323 13 Natural Language Processing Task Force. The Task Force shall
2424 14 investigate and provide a report on generative artificial
2525 15 intelligence software and natural language processing
2626 16 software.
2727 17 (c) The Task Force shall be composed of all of the
2828 18 following members:
2929 19 (1) One member appointed by the Speaker of the House
3030 20 of Representatives, who shall serve as a co-chairperson.
3131 21 (2) One member appointed by the Minority Leader of the

104104 1 (16) The Attorney General or his or her designee.
105105 2 (17) The Chief Procurement Officer for General

107107 4 (d) The Task Force shall hold at least 5 public meetings in
108108 5 a hybrid format, with both virtual and in-person options to
109109 6 attend. Of those required 5 meetings, one shall be held in each
110110 7 of the following locations:
111111 8 (1) Chicago;
112112 9 (2) Springfield;
113113 10 (3) the Metro East region;
114114 11 (4) the Quad Cities region; and
115115 12 (5) Southern Illinois.
116116 13 (e) The responsibilities of the Task Force shall include
117117 14 all of the following:
118118 15 (1) recommending legislation or regulations to protect
119119 16 consumer information as it relates to generative
120120 17 artificial intelligence;
121121 18 (2) recommending model policies for schools to address
122122 19 the use of generative artificial intelligence by students
123123 20 in the classroom;
124124 21 (3) assessing the use of generative artificial
125125 22 intelligence to improve delivery of public services;
126126 23 (4) protecting civil rights and civil liberties of
127127 24 individuals and consumers as it relates to generative
128128 25 artificial intelligence;
129129 26 (5) assessing the use of generative artificial

141141 2 employment levels, types of employment, and the deployment

143143 4 (6) assessing the challenges of generative artificial
144144 5 intelligence for cybersecurity; and
145145 6 (7) recommending policies and procedures concerning
146146 7 the procurement, deployment, and use by State agencies of
147147 8 systems that employ generative artificial intelligence;
148148 9 (8) recommending policies and procedures concerning
149149 10 uses by State agencies of generative artificial
150150 11 intelligence that should be prohibited;
151151 12 (9) assessing the use of generative artificial
152152 13 intelligence by State agencies on the provision of State
153153 14 services; and
154154 15 (10) (7) other topics related to generative artificial
155155 16 intelligence software and natural language processing
156156 17 software that may arise from testimony or reports to the
157157 18 Task Force submitted by its members or the public.
158158 19 (f) The Department shall provide administrative and
159159 20 technical support to the Task Force.
160160 21 (g) The Task Force shall file a report by December 31, 2024
161161 22 with the Governor and the General Assembly covering the Task
162162 23 Force's investigation into generative artificial intelligence
163163 24 software and natural language processing software and the Task
164164 25 Force's responsibilities under subsection (e). The Task Force
165165 26 shall file an addendum to its report by December 31, 2026 with
