11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Department of Innovation and Technology Act
15	15	5 is amended by changing Section 1-80 as follows:
16	16	6 (20 ILCS 1370/1-80)
17	17	7 Sec. 1-80. Generative AI and Natural Language Processing
18	18	8 Task Force.
19	19	9 (a) As used in this Section, "Task Force" means the
20	20	10 Generative AI and Natural Language Processing Task Force
21	21	11 established by this Section.
22	22	12 (b) The Department shall establish the Generative AI and
23	23	13 Natural Language Processing Task Force. The Task Force shall
24	24	14 investigate and provide a report on generative artificial
25	25	15 intelligence software and natural language processing
26	26	16 software.
27	27	17 (c) The Task Force shall be composed of all of the
28	28	18 following members:
29	29	19 (1) One member appointed by the Speaker of the House
30	30	20 of Representatives, who shall serve as a co-chairperson.
31	31	21 (2) One member appointed by the Minority Leader of the
32	32	22 House of Representatives.

105	105	2 (17) The Chief Procurement Officer for General

107	107	4 (d) The Task Force shall hold at least 5 public meetings in
108	108	5 a hybrid format, with both virtual and in-person options to
109	109	6 attend. Of those required 5 meetings, one shall be held in each
110	110	7 of the following locations:
111	111	8 (1) Chicago;
112	112	9 (2) Springfield;
113	113	10 (3) the Metro East region;
114	114	11 (4) the Quad Cities region; and
115	115	12 (5) Southern Illinois.
116	116	13 (e) The responsibilities of the Task Force shall include
117	117	14 all of the following:
118	118	15 (1) recommending legislation or regulations to protect
119	119	16 consumer information as it relates to generative
120	120	17 artificial intelligence;
121	121	18 (2) recommending model policies for schools to address
122	122	19 the use of generative artificial intelligence by students
123	123	20 in the classroom;
124	124	21 (3) assessing the use of generative artificial
125	125	22 intelligence to improve delivery of public services;
126	126	23 (4) protecting civil rights and civil liberties of
127	127	24 individuals and consumers as it relates to generative
128	128	25 artificial intelligence;

141	141	2 employment levels, types of employment, and the deployment
142	142	3 of workers;
143	143	4 (6) assessing the challenges of generative artificial
144	144	5 intelligence for cybersecurity; and
145	145	6 (7) recommending policies and procedures concerning
146	146	7 the procurement, deployment, and use by State agencies of
147	147	8 systems that employ generative artificial intelligence;
148	148	9 (8) recommending policies and procedures concerning
149	149	10 uses by State agencies of generative artificial
150	150	11 intelligence that should be prohibited;
151	151	12 (9) assessing the use of generative artificial
152	152	13 intelligence by State agencies on the provision of State
153	153	14 services; and
154	154	15 (10) (7) other topics related to generative artificial
155	155	16 intelligence software and natural language processing
156	156	17 software that may arise from testimony or reports to the
157	157	18 Task Force submitted by its members or the public.
158	158	19 (f) The Department shall provide administrative and
159	159	20 technical support to the Task Force.
160	160	21 (g) The Task Force shall file a report by December 31, 2024
161	161	22 with the Governor and the General Assembly covering the Task
162	162	23 Force's investigation into generative artificial intelligence
163	163	24 software and natural language processing software and the Task
164	164	25 Force's responsibilities under subsection (e). The Task Force
165	165	26 shall file an addendum to its report by December 31, 2026 with
