1212 1 AN ACT concerning State government.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Department of Central Management Services
1616 5 Law of the Civil Administrative Code of Illinois is amended by
1717 6 adding Section 405-550 as follows:

1919 8 Sec. 405-550. Fire engine bid specification. The
2020 9 Department shall develop a fire engine bid specification, in
2121 10 consultation with the Office of the Illinois State Fire
2222 11 Marshal and the Fire Advisory Commission, to provide necessary
2323 12 bidding information.
2424 13 Section 10. The Illinois Finance Authority Act is amended
2525 14 by changing Section 825-80 as follows:

2727 16 Sec. 825-80. Fire truck revolving loan program.
2828 17 (a) This Section is a continuation and re-enactment of the
2929 18 fire truck revolving loan program enacted as Section 3-27 of
3030 19 the Rural Bond Bank Act by Public Act 93-35, effective June 24,
3131 20 2003, and repealed by Public Act 93-205, effective January 1,
3232 21 2004. Under the Rural Bond Bank Act, the program was

7171 3 (a-5) For purposes of this Section, "brush truck" means a
7272 4 pickup chassis with or equipped with a flatbed or a pickup box.
7373 5 The truck must be rated by the manufacturer as between
7474 6 three-fourths of a ton and one ton and outfitted with a fire or
7575 7 rescue apparatus.
7676 8 (b) The Authority and the State Fire Marshal may jointly
7777 9 administer a fire truck revolving loan program. The program
7878 10 shall, in instances where sufficient loan funds exist to
7979 11 permit applications to be accepted, provide zero-interest and
8080 12 low-interest loans for the purchase of fire trucks by a fire
8181 13 department, a fire protection district, or a township fire
8282 14 department. For the purchase of brush trucks by a fire
8383 15 department, a fire protection district, or a township fire
8484 16 department, the program shall provide loans at a 2% rate of
8585 17 simple interest per year for a brush truck if both the chassis
8686 18 and the apparatus are built outside of Illinois, a 1% rate of
8787 19 simple interest per year for a brush truck if either the
8888 20 chassis or the apparatus is built in Illinois, or a 0% rate of
8989 21 interest for a brush truck if both the chassis and the
9090 22 apparatus are built in Illinois. The Authority shall make
9191 23 loans based on need, as determined by the State Fire Marshal.
9292 24 (c) The loan funds, subject to appropriation, shall be
9393 25 paid out of the Fire Truck Revolving Loan Fund, a special fund
9494 26 in the State Treasury. The Fund shall consist of any moneys

105105 1 transferred or appropriated into the Fund, as well as all
106106 2 repayments of loans made under the program and any balance
107107 3 existing in the Fund on the effective date of this Section. The
108108 4 Fund shall be used for loans to fire departments and fire
109109 5 protection districts to purchase fire trucks and brush trucks
110110 6 and for no other purpose. All interest earned on moneys in the
111111 7 Fund shall be deposited into the Fund. As soon as practical
112112 8 after January 1, 2013 (the effective date of Public Act
113113 9 97-901), all moneys in the Fire Truck Revolving Loan Fund
114114 10 shall be paid by the State Fire Marshal to the Authority, and,
115115 11 on and after that date, all future moneys deposited into the
116116 12 Fire Truck Revolving Loan Fund under this Section shall be
117117 13 paid by the State Fire Marshal to the Authority under the
118118 14 continuing appropriation provision of subsection (c-1) of this
119119 15 Section; provided that the Authority and the State Fire
120120 16 Marshal enter into an intergovernmental agreement to use the
121121 17 moneys transferred to the Authority from the Fund solely for
122122 18 the purposes for which the moneys would otherwise be used
123123 19 under this Section and to set forth procedures to otherwise
124124 20 administer the use of the moneys.
125125 21 (c-1) There is hereby appropriated, on a continuing annual
126126 22 basis in each fiscal year, from the Fire Truck Revolving Loan
127127 23 Fund, the amount, if any, of funds received into the Fire Truck
128128 24 Revolving Loan Fund to the State Fire Marshal for payment to
129129 25 the Authority for the purposes for which the moneys would
130130 26 otherwise be used under this Section.
