12	12	1 AN ACT concerning State government.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Department of Central Management Services
16	16	5 Law of the Civil Administrative Code of Illinois is amended by
17	17	6 adding Section 405-550 as follows:

19	19	8 Sec. 405-550. Fire engine bid specification. The
20	20	9 Department shall develop a fire engine bid specification, in
21	21	10 consultation with the Office of the Illinois State Fire
22	22	11 Marshal and the Fire Advisory Commission, to provide necessary
23	23	12 bidding information.
24	24	13 Section 10. The Illinois Finance Authority Act is amended
25	25	14 by changing Section 825-80 as follows:

27	27	16 Sec. 825-80. Fire truck revolving loan program.
28	28	17 (a) This Section is a continuation and re-enactment of the
29	29	18 fire truck revolving loan program enacted as Section 3-27 of
30	30	19 the Rural Bond Bank Act by Public Act 93-35, effective June 24,
31	31	20 2003, and repealed by Public Act 93-205, effective January 1,
32	32	21 2004. Under the Rural Bond Bank Act, the program was

70	70	2 Marshal.
71	71	3 (a-5) For purposes of this Section, "brush truck" means a
72	72	4 pickup chassis with or equipped with a flatbed or a pickup box.
73	73	5 The truck must be rated by the manufacturer as between
74	74	6 three-fourths of a ton and one ton and outfitted with a fire or
75	75	7 rescue apparatus.
76	76	8 (b) The Authority and the State Fire Marshal may jointly
77	77	9 administer a fire truck revolving loan program. The program
78	78	10 shall, in instances where sufficient loan funds exist to
79	79	11 permit applications to be accepted, provide zero-interest and
80	80	12 low-interest loans for the purchase of fire trucks by a fire
81	81	13 department, a fire protection district, or a township fire
82	82	14 department. For the purchase of brush trucks by a fire
83	83	15 department, a fire protection district, or a township fire
84	84	16 department, the program shall provide loans at a 2% rate of
85	85	17 simple interest per year for a brush truck if both the chassis
86	86	18 and the apparatus are built outside of Illinois, a 1% rate of
87	87	19 simple interest per year for a brush truck if either the
88	88	20 chassis or the apparatus is built in Illinois, or a 0% rate of
89	89	21 interest for a brush truck if both the chassis and the
90	90	22 apparatus are built in Illinois. The Authority shall make
91	91	23 loans based on need, as determined by the State Fire Marshal.
92	92	24 (c) The loan funds, subject to appropriation, shall be
93	93	25 paid out of the Fire Truck Revolving Loan Fund, a special fund
94	94	26 in the State Treasury. The Fund shall consist of any moneys

105	105	1 transferred or appropriated into the Fund, as well as all
106	106	2 repayments of loans made under the program and any balance
107	107	3 existing in the Fund on the effective date of this Section. The
108	108	4 Fund shall be used for loans to fire departments and fire
109	109	5 protection districts to purchase fire trucks and brush trucks
110	110	6 and for no other purpose. All interest earned on moneys in the
111	111	7 Fund shall be deposited into the Fund. As soon as practical
112	112	8 after January 1, 2013 (the effective date of Public Act
113	113	9 97-901), all moneys in the Fire Truck Revolving Loan Fund
114	114	10 shall be paid by the State Fire Marshal to the Authority, and,
115	115	11 on and after that date, all future moneys deposited into the
116	116	12 Fire Truck Revolving Loan Fund under this Section shall be
117	117	13 paid by the State Fire Marshal to the Authority under the
118	118	14 continuing appropriation provision of subsection (c-1) of this
119	119	15 Section; provided that the Authority and the State Fire
120	120	16 Marshal enter into an intergovernmental agreement to use the
121	121	17 moneys transferred to the Authority from the Fund solely for
122	122	18 the purposes for which the moneys would otherwise be used
123	123	19 under this Section and to set forth procedures to otherwise
124	124	20 administer the use of the moneys.
125	125	21 (c-1) There is hereby appropriated, on a continuing annual
126	126	22 basis in each fiscal year, from the Fire Truck Revolving Loan
127	127	23 Fund, the amount, if any, of funds received into the Fire Truck
128	128	24 Revolving Loan Fund to the State Fire Marshal for payment to
129	129	25 the Authority for the purposes for which the moneys would
130	130	26 otherwise be used under this Section.
