11	11	1 AN ACT concerning elections.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Election Code is amended by changing
15	15	5 Section 21-1 as follows:
16	16	6 (10 ILCS 5/21-1) (from Ch. 46, par. 21-1)
17	17	7 Sec. 21-1. Choosing and election of electors of President
18	18	8 and Vice-President of the United States shall be in the
19	19	9 following manner:
20	20	10 (a) In each year in which a President and Vice-President
21	21	11 of the United States are chosen, each political party or group
22	22	12 in this State shall choose by its State Convention or State
23	23	13 central committee one elector electors and alternate electors
24	24	14 of President and Vice-President of the United States from each
25	25	15 congressional district and such State Convention or State
26	26	16 central committee of such party or group shall also choose 2
27	27	17 electors at large and alternate electors at large, if any are
28	28	18 to be appointed for this State and such State Convention or
29	29	19 State central committee of such party or group shall by its
30	30	20 chair and secretary certify the total list of such electors
31	31	21 and alternate electors together with electors at large and
32	32	22 alternate electors at large so chosen to the State Board of

68	68	1 The filing of such certificate with the Board, of such
69	69	2 choosing of electors and alternate electors shall be deemed
70	70	3 and taken to be the choosing and selection of the electors and
71	71	4 alternate electors for the individual congressional districts
72	72	5 of this State, if such party or group is successful at the
73	73	6 polls in the individual congressional district as herein
74	74	7 provided in choosing their candidates for President and
75	75	8 Vice-President of the United States.
76	76	9 (b) The names of the candidates of the several political
77	77	10 parties or groups for electors and alternate electors of
78	78	11 President and Vice-President shall not be printed on the
79	79	12 official ballot to be voted in the election to be held on the
80	80	13 day in this Act above named. In lieu of the names of the
81	81	14 candidates for such electors and alternate electors of
82	82	15 President and Vice-President, immediately under the
83	83	16 appellation of party name of a party or group in the column of
84	84	17 its candidates on the official ballot, to be voted at said
85	85	18 election first above named in subsection (1) of Section 2A-1.2
86	86	19 and Section 2A-2, there shall be printed within a bracket the
87	87	20 name of the candidate for President and the name of the
88	88	21 candidate for Vice-President of such party or group with a
89	89	22 square to the left of such bracket. Each voter in this State
90	90	23 from the several lists or sets of electors and alternate
91	91	24 electors so chosen and selected by the said respective
92	92	25 political parties or groups, may choose and elect an elector
93	93	26 one of such lists or sets of electors and alternate electors by

104	104	1 placing a cross in the square to the left of the bracket
105	105	2 aforesaid of one of such parties or groups. Placing a cross
106	106	3 within the square before the bracket enclosing the names of
107	107	4 President and Vice-President shall not be deemed and taken as
108	108	5 a direct vote for such candidates for President and
109	109	6 Vice-President, or either of them, but shall only be deemed
110	110	7 and taken to be a vote for the elector entire list or set of
111	111	8 electors and alternate electors chosen by that political party
112	112	9 or group for that congressional district so certified to the
113	113	10 State Board of Elections as herein provided. Voting by means
114	114	11 of placing a cross in the appropriate place preceding the
115	115	12 appellation or title of the particular political party or
116	116	13 group, shall not be deemed or taken as a direct vote for the
117	117	14 candidates for President and Vice-President, or either of
118	118	15 them, but instead to the Presidential vote, as a vote for the
119	119	16 elector entire list or set of electors and alternate electors
120	120	17 chosen by that political party or group so certified to the
121	121	18 State Board of Elections as herein provided.
122	122	19 (c) Such certification by the respective political parties
123	123	20 or groups in this State of electors and alternate electors of
124	124	21 President and Vice-President shall be made to the State Board
125	125	22 of Elections within 2 days after such State convention or
126	126	23 meeting of the State central committee in which the electors
127	127	24 and alternate electors were chosen.
128	128	25 (d) Should more than one certificate of choice and

140	140	1 political party or group be filed by contesting conventions or
141	141	2 contesting groups, it shall be the duty of the State Board of
142	142	3 Elections within 10 days after the adjournment of the last of
143	143	4 such conventions to meet and determine which set of nominees
144	144	5 for electors and alternate electors of such party or group was
145	145	6 chosen and selected by the authorized convention of such party
146	146	7 or group. The Board, after notice to the chair and secretaries
147	147	8 or managers of the conventions or groups and after a hearing
148	148	9 shall determine which elector set of electors and alternate
149	149	10 electors was so chosen for each congressional district by the
150	150	11 authorized convention and shall so announce and publish the
151	151	12 fact, and such decision shall be final and the set of electors
152	152	13 and alternate electors so determined upon by the electoral
153	153	14 board to be so chosen shall be the list or set of electors and
154	154	15 alternate electors to be deemed elected if that party shall be
155	155	16 successful at the polls in each congressional district, as
156	156	17 herein provided.
157	157	18 (e) Should a vacancy occur in the office of elector, such
158	158	19 vacancy shall be filled in accordance with Section 25 of the
159	159	20 Uniform Faithful Presidential Electors Act.
160	160	21 (f) Each congressional district presidential elector shall
161	161	22 cast his or her ballot for the Presidential and Vice
162	162	23 Presidential candidate who received the highest number of
163	163	24 votes in his or her congressional district. Each elector at
164	164	25 large shall cast his or her ballot for the Presidential and
165	165	26 Vice Presidential candidate who received the highest number of
