Defines "universal basic income" as a government program that provides a base income to persons residing in Illinois by disbursing direct, recurring cash payments to persons to be used for any purpose without qualification or restriction. Provides that the General Assembly, a state agency, or a unit of local government may not pass a law, rule, resolution, or ordinance establishing a universal basic income program or any similar program. Provides that nothing in the Act shall be construed to (i) diminish, negate, or interfere with a State public aid or social welfare program established by law, rule, resolution, or ordinance before the effective date of the Act that does not meet the criteria of a universal basic income program, including, but not limited to, township general assistance programs, or (ii) prohibit the passage of a law, rule, resolution, or ordinance that establishes or implements a public aid or social welfare program that does not meet the criteria of a universal basic income program or any similar guaranteed income program. Limits home rule powers by providing that regulation of universal basic income is an exclusive power and function of the State. Effective immediately. 11	11	1 AN ACT concerning government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the
15	15	5 Universal Basic Income Prohibition Act.
16	16	6 Section 5. Definitions. As used in this Act:
17	17	7 "State agency" means all boards, commissions, agencies,
18	18	8 institutions, authorities, and bodies politic and corporate of
19	19	9 the State, created by or in accordance with the constitution
20	20	10 or statute, of the executive branch of State government.
21	21	11 "State agency" includes colleges, universities, and
22	22	12 institutions under the jurisdiction of the governing boards of
23	23	13 the University of Illinois, Southern Illinois University,
24	24	14 Illinois State University, Eastern Illinois University,
25	25	15 Northern Illinois University, Western Illinois University,
26	26	16 Chicago State University, Governors State University,
27	27	17 Northeastern Illinois University, and the Board of Higher
28	28	18 Education. "State agency" does not include public employee
29	29	19 retirement systems or investment boards that are subject to
30	30	20 fiduciary duties imposed by the Illinois Pension Code or to
31	31	21 the University of Illinois Foundation, units of local
32	32	22 government, school districts, community colleges under the
33	33	23 Public Community College Act, or the Illinois Comprehensive

69	69	2 "Universal basic income" means a government program that

71	71	4 disbursing direct, recurring cash payments to persons to be
72	72	5 used for any purpose without qualification or restriction.
73	73	6 Section 10. Prohibition on universal basic income
74	74	7 programs. The General Assembly, a State agency, or a unit of
75	75	8 local government may not pass a law, rule, resolution, or
76	76	9 ordinance establishing a universal basic income program or any
77	77	10 similar program.
78	78	11 Section 15. Exceptions. Nothing in this Act shall be
79	79	12 construed to (i) diminish, negate, or interfere with a State
80	80	13 public aid or social welfare program established by law, rule,
81	81	14 resolution, or ordinance before the effective date of this Act
82	82	15 that does not meet the criteria of a universal basic income
83	83	16 program, including, but not limited to, township general
84	84	17 assistance programs established under the Township Code, or
85	85	18 (ii) prohibit the passage of a law, rule, resolution, or
86	86	19 ordinance that establishes or implements a public aid or
87	87	20 social welfare program that does not meet the criteria of a
88	88	21 universal basic income program or any similar guaranteed
89	89	22 income program.

102	102	2 rule unit may not regulate universal basic income. This Act is
103	103	3 a denial and limitation of home rule powers and functions
