12	12	1 AN ACT concerning local government.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Park District Code is amended by adding
16	16	5 Section 8-17.5 as follows:
17	17	6 (70 ILCS 1205/8-17.5 new)
18	18	7 Sec. 8-17.5. Playground fencing. Every park district shall
19	19	8 install fencing that encompasses each playground that is
20	20	9 located on land that is owned or controlled by the park
21	21	10 district if the playground is also located in a high-traffic
22	22	11 urban area. As used in this Section, "playground" means an
23	23	12 improved outdoor area designed, equipped, and set aside for
24	24	13 children's play that is not intended for use as an athletic
25	25	14 playing field.
26	26	15 Section 10. The Chicago Park District Act is amended by
27	27	16 adding Section 26.10-13 as follows:
