132132 15 recreational vehicle registered with the Secretary of State or
133133 16 who makes application for an original registration of such a
134134 17 motor vehicle or renewal registration of such a motor vehicle
135135 18 may, upon payment of a fee prescribed in Section 3-806.1 or
136136 19 Section 3-806.5, apply to the Secretary of State for vanity or
137137 20 personalized license plates.
138138 21 (c) Except as otherwise provided in this Chapter 3, vanity
139139 22 and personalized license plates as issued under this Section
140140 23 shall be the same color and design as other passenger vehicle
141141 24 license plates or electric vehicle license plates and shall
142142 25 not in any manner conflict with any other existing passenger,

153153 1 commercial, trailer, motorcycle, or special license plate
154154 2 series. However, special registration plates issued under
155155 3 Sections 3-611 and 3-616 for vehicles operated by or for
156156 4 persons with disabilities may also be vanity or personalized
157157 5 license plates.
158158 6 (d) Vanity and personalized license plates shall be issued
159159 7 only to the registered owner of the vehicle on which they are
160160 8 to be displayed, except as provided in Sections 3-611 and
161161 9 3-616 for special registration plates for vehicles operated by
162162 10 or for persons with disabilities.
163163 11 (e) An applicant for the issuance of vanity or
164164 12 personalized license plates or subsequent renewal thereof
165165 13 shall file an application in such form and manner and by such
166166 14 date as the Secretary of State may, in his discretion,
167167 15 require.
168168 16 No vanity nor personalized license plates shall be
169169 17 approved, manufactured, or distributed that contain any
170170 18 characters, symbols other than the international accessibility
171171 19 symbol for vehicles operated by or for persons with
172172 20 disabilities, foreign words, or letters of punctuation.
173173 21 (f) Vanity and personalized license plates as issued
174174 22 pursuant to this Act may be subject to the Staggered
175175 23 Registration System as prescribed by the Secretary of State.
176176 24 (g) For purposes of this Section, "funeral home vehicle"
177177 25 means any motor vehicle of the first division or motor vehicle
178178 26 of the second division weighing 8,000 pounds or less that is
